Purpose of consultancy:
National Consultant Southern Leyte Field Coordinator
The Southern Leyte Field Coordinator is primarily responsible for the day-to-day coordination, management, advocacy and visibility of UNFPAโs 9th Country Programme (CP) implementation in Eastern Visayas with special focus on Southern Leyte. These functions include supporting the effective, efficient and timely implementation, monitoring, reporting, and communication of UNFPA interventions and results under the Joint Programme on Accelerating the Reduction of Adolescent Pregnancy (JPARAP) with special focus on the Province of Southern Leyte and stakeholders across the humanitarian-development continuum. The Field Coordinator works hand in hand with the Sexual and Reproductive Health, Gender/GBV, Adolescent and Youth, Population and Development, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams based in the Manila Office. S/he reports to the UNFPA Assistant Representative.
Scope of work:

1. Program Management & Implementation
- Develop and review work plans addressing adolescent pregnancy, maternal mortality, family planning, and GBV.
- Ensure program alignment across the humanitarian-development continuum and recommend strategies for effective implementation.
- Provide technical inputs for baseline, midline, and endline surveys with the JPARAP M&E team.
- Support the 9th CP M&E Plan and contribute to reports on JPARAP and related initiatives.
2. Partnership, Coordination & Advocacy
- Establish and strengthen partnerships with government agencies, CSOs, UN agencies, and key stakeholders in Southern Leyte.
- Represent UNFPA in provincial-level coordination mechanisms for the 9th Country Programme (CP).
- Organize and facilitate JPARAP Provincial Steering Committee meetings and coordinate with regional and national steering committees.
- Support advocacy and resource mobilization efforts to expand UNFPAโs investments in adolescent health, family planning, and GBV.
3. Capacity Building & Knowledge Management
- Provide technical assistance to government agencies, CSOs, and partners on SRH, family planning, and GBV response.
- Gather field-level insights to inform policy and program improvements.
- Provide updates to the UNFPA Country Office on progress, challenges, and recommendations.
4.ย Community Engagement
- Promote community-led approaches to ensure interventions meet the needs of women, adolescents, and marginalized groups.
- Support Accountability to Affected Populations (AAP) mechanisms to enable community feedback and engagement.
- Assess emerging risks and humanitarian needs and contribute to emergency response planning.
5. Other Duties
- Perform additional tasks as assigned to support program implementation and stakeholder coordination.
Duration and working schedule:
April 2025 - February 2026
The individual is expected to work from Monday to Friday.
Monthly Fee Basis
Place where services are to be delivered:
Duty Station: Southern Leyte, Maasin (reporting to UNFPA CO, Mandaluyong City)
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
Monthly accomplishment report to be submitted at the end of each month detailing: a) Target Deliverables; b) Deliverables Achieved; and c) other Comments/Remarks
Monitoring and progress control, including reporting requirements, periodicity format and deadline:
The monthly accomplishment report described above will be prepared by the Consultant, reviewed, verified and approved by the Assistant Representative.
Supervisory arrangements:ย
The Field Coordinator for Southern Leyte will work under the overall supervision of the Country Representative and the direct supervision of the Assistant Representative. He/she will also work in coordination with the Adolescent and Youth, Reproductive Health, Population and Development, Gender, Humanitarian, Partnerships and Advocacy, Monitoring and Evaluation, and Operations teams to ensure alignment with the 9th CP outcomes, outputs, and timeline.
Expected travel:
The Field Coordinator for Southern Leyte is expected to travel to programme sites (as needed)
Required expertise, qualifications and competencies, including language requirements:
The Field Coordinator should possess the following qualifications and competencies:
Education:
โ Masterโs Degree in public health, international studies, and/or other related social science disciplines OR
โ Bachelorโs Degree in in public health, international studies, and/or other related social science discipline with two years of relevant experience
Knowledge and Experience:
โ Up to two years professional experience in the field of sexual and reproductive health or gender, with demonstrated experience in programme/project management and coordination for Joint Programs is desirable
โ Practical experience in design, implementation, coordination, monitoring and evaluation of development projects
โ Experience using office software packages and web-based management systems
Languages:
Fluency in English and knowledge of local languages, Tagalog, Bisaya, and/or Waray, are desirable.

Working closely with the JPARAP Team: UNICEF and WHO and their implementing partners, UNFPA implementing partners such as but not limited to ZFF, PSRP, and other development and humanitarian partners, regional and provincial counterparts of national agencies such as DOH, DepEd, DILG, and local government officials (i.e. governor, mayors, local health bodies, population officers, and SKs) in JPARAP sites and other relevant strategic partners under the 9th CP.
