UNICEF is implementing a Community Engagement Program (CEP) within its WASH initiative to enhance water service sustainability, accountability, and equity. The purpose of this consultancy is to lead the design, delivery, and institutionalization of capacity development component of the Community Engagement Programme (CEP) for sustainable water governance in Lebanon 2025-2027. The consultant will act as Master Trainer for the implementation of the Basic Training for CEP (BTCEP) and the Advanced Training for CEP (ATCEP) targeting Water Establishment (WE) and Municipal Support Teams, developer of BTCEP and ATCEP training curricula and customer charters for water establishments. These trainings aim to build sustained institutional capacities in community engagement, reciprocal accountability, and participatory governance to improve water service delivery and citizen trust.

Develop training packages and methodology for BTCEP and ATCEP
- Full training curriculum and tools for BTCEP and ATCEP, tailored to the institutional needs of Water Establishments (WEs) and municipalities. Training content must cover community engagement principles, interpersonal communication, SBC, gender inclusion, protection principles, reciprocal accountability, water governance and applicable water laws, overview of the Municipalities law and the role of the municipalities and WEs in supporting the public service, and coordination with Municipal Water Service Support Committee (MWSSC), social media campaign design and implementation.
- Develop advanced level for ATCEP training curricula. ATCEP materials to include case studies, exercises, monitoring tools, and mentoring guides.
- Develop the methodology for training delivery and M&E approach. The methodology should be validated by UNICEF.
- All training materials must be approved by UNICEF SBC and WASH teams โ contents related to water laws and water governance must be endorsed by WEs.

Conduct Basic Training for CEP (BTCEP) โ 3 rounds
- Deliver 3 BTCEP training sessions (25 participants each).
- Each session includes: 1 day prep, 3 training days, 1 reporting day.
- Submit report for each round with attendance, participants feedback, pre/post-tests and consultantโs recommendations
-Submit a list of potential personnel to be trained as ToTs.

Conduct Advanced Training for CEP (ATCEP - ToT) โ 2 rounds
- Deliver 2 ATCEP sessions (20 participants each).
- Each session includes: 1 day prep, 3 training days, 1 reporting day.
- Submit detailed training report participants feedback summary and consultantโs recommendations.

Revisit BTCEP & ATCEP Curricula and Tools
- Update and refine BTCEP and ATCEP curricula, integrating the feedback from the participants and reflecting any changes in the CEP based on field implementation.
- Submit updated version of both curricula for UNICEF review and approval.

Conduct Refreshers of BTCEP (RBTCEP) โ 2 rounds
- Deliver 2 BTCEP refresher sessions (1 day prep, 1 day training, 1 day reporting each) to the same participants of the first training. The consultant shall include the ToTs as facilitators in the BTCEP refreshers training within 12 โ 14 months of BTCEP.
- Submit a comprehensive report of BTCEP and refreshers with training summaries and lessons learned, and recommendations to UNICEF and respective WEs and Municipalities

Conduct Refreshers of ATCEP (RATCEP - ToT) โ 2 rounds
- Deliver 2 ATCEP refresher sessions (1 day prep, 1 day training, 1 day reporting each). The participants shall be the already trained ToTs within 11 - 12 months of ATCEP.
- Submit a comprehensive report of ATCEP and refreshers with training summaries, lessons learned, and recommendations to UNICEF and respective WEs and Municipalities

Develop and Validate WE Customer Charter with Municipal Endorsement
- Draft and finalizing WEs Customer Charter in coordination with WEs and municipalities. The customer charters shall be completed and validated within 1 โ 2.5 months of the commencement date of this consultancy.
- Conduct field visits, facilitate validation sessions, and submit endorsed final document.
