What we are looking for:

The purpose of the Multi-Core Competency (CC) Project Manager is to contribute to project implementation in Kharkiv Oblast and surrounding areas. It will predominantly include cooperation with all local stakeholders and partners, serving as the primary point of contact for NRC with beneficiaries and the general public on NRCโ€™s programming in the area, in addition to including supervision of NRC staff in the area of responsibility. The Multi-CC Project Manager, through cooperation and with support of technical and other field staff, will contribute towards: assessmentsย (e.g., on humanitarian needs and safety developments); selection of beneficiariesย for all NRC teams; support for the delivery of humanitarian aid (through in kind distributions and/or market based approaches); and support for monitoring and evaluation (M&E)ย of these activities. The Multi-CC Project Manager will also facilitate information flow between NRC programme staff, relevant sectoral line ministries at the provincial level, beneficiary communities, and other relevant stakeholders, as appropriate. Finally, the Multi-CC Project Manager will support capacity building activities and trainings for NRC staff and other stakeholders, as relevant.

What you will do:

Programme Development:

Ensure availability of up-to-date needs assessment (preferably multi-sectoral) to inform programme design and advocacy efforts; Ensure all relevant stakeholders are included in the planning and implementation of projects Ensure systems for programme quality control, monitoring and evaluation, and incorporate key learning in programme development, adjustment, and implementation; Coordinate and closely support CC Project Coordinators and senior Officers in drawing up plans, proposals, and budgets for new projects/extensions of projects in conjunction with the relevant programme and support staff; Support multi-sectoral emergency preparedness and response as required by the context and management; Ensure the inclusion of cash-based interventions and market-based programmes in area-based strategies and their implementation across and within NRCโ€™s core competencies.

Programme Management:

Overall responsibility for effective and efficient management of the field office projects consistent with the project management cycle; Overall programme budget oversight for all projects/portfolio implemented in the province and ensure appropriate burn-rates are maintained and that solutions to over/under expenditure are applied; Responsible for providing implementation support and guidance to CC Coordinators/ Officers, including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc., in close coordination and collaboration with the East Area Management Team and CC Project Managers based in Dnipro; Responsible for providing timely and methodical updates regarding the context, needs, and trends to the Area Manager and Area Programme Manager; Support the field-based staff, by reporting on potential conflicts of interest, fraud, protection concerns, and any other effects related to NRCโ€™s assistance. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.

Logistics, Finance, and Human Resource Management:

Ensure appropriate Financial and Logistical NRC systems/ procedures are adhered to within the programme team; Support CC Coordinators/ Officers and ensure timely and accurate development of procurement plans, recruitment plans, and spending plans per project and ensure the same is shared with relevant support colleagues; In line with project needs and funding availability, continuously and proactively plan programme staff requirements and liaise with HR and Admin to ensure the same; Performance management of all direct reports, including regular 1:1 meetings and completion of work and development plans; Responsible for ensuring systematic capacity development and training of CC Coordinators/ Officers, particularly around implementation and reporting capacities.

ย Coordination and Representation:

Responsible for attending relevant cluster meetings and coordination fora, representing NRC strictly within the limit set out by the Area and Country Office, including promoting the rights of IDPs/returnees in line with NRCโ€™s Advocacy Strategy; Conduct senior representation at provincial and district levels and promote strong working relationships with government counterparts; In line with NRCโ€™s standards, ensure communication plans are implemented, stakeholders are informed on NRCโ€™s activities, and the organisation is well accepted by communities. In charge of producing weekly and monthly situation reports, flash reports or any other reports as requested by the Area Manager and Area Programme Manager.

At least four years in a development and/or humanitarian project programming environment, including two yearsโ€™ experience in a management level in a NGO; Demonstrated experience and understanding of Project Cycle Management and team leadership; Fluency in English is essential, both written and verbal. Understanding of Ukrainian or Russian is considered an advantage; Computer literate in Microsoft Office, including strong skills in Word, Excel and Outlook. Knowledge of Ukraine context is considered an advantage Experience in needs assessment, project monitoring and evaluation, and programme development; Experience of geographical access negotiation and representation, including with local authorities, I/NGOs, and communities. Good communication skills, with capacity to directly influence and negotiate with a wide range of stakeholders; Strong leadership skills and a supportive management style; Experience of a flexible approach to managing and prioritising a high and diverse workload.
