Since 2013, GGGI has been working with the Government of Colombia to advance green growth policies and green investments, through strategic partnerships with the Ministry of Environment and Sustainable Development, the Ministry of Agriculture and Rural Development, Ministry of Treasury and Public Credit,the National Planning Department, the Ministry of Mines and Energy, and subnational institutions. GGGI Colombia has grown significantly over the past few years and has transformed into a portfolio-based country program, with programs and projects of varied sizes covering various GGGI Programmatic Solutions, including Sustainable Forests, Solar PV, Climate Resilient Agriculture, Climate Action, and Green Investments.
GGGI is seeking a MEL Senior Associate to support the Andean subregion through solid, systematic monitoring and timely reporting. The role will be guided by the corporate results framework, the programโs logical framework, and the country programโs impact pathway to ensure the high-quality delivery of Country Programs.
POSITION SUMMARY
The MEL Associate will support quality results-based management (RBM) within the Andean Subregion by operationalizing GGGIโs MEL framework. Reporting to the Andean Representative with a dual technical reporting line to the Regional MEL Senior Officer, the position will work closely with the Andean project teams and other MEL personnel in the LAC Regional Office and HQ.
The position contributes to GGGI's mission by supporting the Andean Countriesโ delivery on its MEL commitments.
PURPOSE
To โdeliver on GGGIโs MEL commitments,โ tasks of the position will be highly technical, with an expectation to be responsible for related administrative and operational duties.
ENGAGEMENT
-
Liaise with internal project teams and implementing partners to define and support the execution of MEL requirements.

Collaborate with regional MEL advisors and the Impact and Evaluation Unit (IEU) in headquarters for alignment on operationalization of MEL rules, standards, and guidelines.

Work closely with regional MEL advisors and, as needed, the Strategy Unit (SU) on end-of-year corporate reporting.

Actively share knowledge, learnings, and best practices in GGGIโs MEL Community of Practice

Provide necessary data to support Communications and Knowledge Sharing (COMKS) in developing content for communication products and initiatives

Train partners on MEL (processes, logframe construct, data collection, analysis, key learnings, etc.).

Lead and represent GGGI at external engagements with government, industry, and resource partners as needed.
DELIVERY

Draft monthly, quarterly, and/or annual internal corporate and external donor reporting, including ensuring data quality, accuracy, and alignment with organizational standards.

Maintain data sources and documentation in an organized manner
-
Provide MEL advice and training (processes, logframe construct, data collection, analysis, key learnings, etc.) to internal colleagues.

Represent the project [program] team in internal functions, such as corporate presentations and meetings

Technical responsibilities:

Design logframes.
-
Develop and, as needed, lead implementation of MEL plans.

Design and execute data collection, including field visits and safeguarding measures.

Design and implement monitoring tools.
-
Develop learning agendas and facilitate institutional learning activities.

Design and conduct MEL training.
-
Support designing and managing MIS.
-
Write progress and result reports, including data visualization.
-
Support the implementation and management of technical studies, including evaluations.

Lead simple to semi-advanced data cleaning, coding, and quantitative and qualitative data analysis.

Contribute to proposal development by supporting the designing and quality assurance of logframes, articulation of the results chain, calculation of Strategic Outcome multipliers, and target setting.
- Managerial responsibilities:

Provide primary technical supervision and guidance, as well as serve as the first backstop, to MEL assistants and/or associates in delivering MEL commitments of the project [or country/regional program].

Qualifications

An advanced degree (Masterโs degree or equivalent) in economics, project management, public policy, Business administration, Economics, Environmental management/science, or a related discipline.

Preferred at least 5-6 years of work experience, with at least 3 years in MEL and a proven track record of executing the full MEL cycle (i.e., from design to tools creation, data collection, analysis, and reporting) in the field and international experience in developing context required.

Proficiency in English required; proficiency in other language used in duty station a strong asset.

Experience and knowledge in climate change or related field will be an asset.

Technical proficiency in XLS form-building, MS Access/SQL, relational database, and/or PowerBI highly preferred; need to be able to create tools and outputs.

WORKING CONDITIONS
The Associate is a National Position at X7 grade level in GGGIโs Colombia national salary scale. The salary range for the position starts at USD 22,196 per annum depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
