Forests sit at the center of the international environmental agenda and are increasingly recognized as critical to climate mitigation, biodiversity conservation, and sustainable development. In recent years, global commitments including the Glasgow Leadersโ€™ Declaration on Forests, the Kunmingโ€“Montreal Global Biodiversity Framework (GBF), and COP28 outcomes have reaffirmed the urgent need to halt deforestation and accelerate restoration by 2030.

The European Union (EU) has been a global leader on forests and sustainable value chains, including through the European Green Deal, the EU Forest Partnerships, the Global Gateway, and the EU Regulation on Deforestation-Free Products (EUDR).

In this context, GGGI is implementing the Financing for Forests programme, which aims to enhance forest finance ecosystems in Lao PDR, Mongolia, Guyana, and Colombia over five years by piloting and scaling innovative financing instruments and strengthening the enabling environment for sustainable forest investment.

POSITION SUMMARY

The Monitoring, Evaluation and Learning (MEL) Associate will support the design, implementation, and quality assurance of Monitoring, Evaluation and Learning systems for the Financing for Forests (F4F) Programme.

The role ensures that programme results are systematically tracked, validated, analyzed, and reported in line with GGGIโ€™s MEL framework, EU requirements, and the F4F Action Document. The MEL Associate will report to the programme manager and work closely with the country teams, technical experts, and donors to support results-based management, adaptive learning, and evidence-based decision-making across the programmeโ€™s multiple countries, instruments, and workstreams.

PURPOSE

The MEL Associate contributes to the effective delivery of the F4F Programme by:

Operationalizing programme-level MEL systems aligned with EU logframes and GGGI standards

Supporting consistent monitoring and reporting across countries and outputs

Ensuring data quality, traceability, and audit readiness

Supporting learning, knowledge generation, and results communication

Strengthening MEL capacity among programme and country teams.

ENGAGEMENT

The MEL Associate will:

Work closely with the F4F Programme Manager, country teams, technical leads, and consultants to operationalize MEL plans

Coordinate with GGGI Finance, Operations, and Strategy teams to ensure alignment between results, finance, and reporting

Liaise with EU Delegations, evaluators, and donors on MEL-related requirements

Participate in GGGI Communities of Practice related to MEL, climate finance, and forest finance

Participate in and support programme steering committee meetings.

DELIVERY

MEL Systems and Planning

Support the design, operationalization, and periodic updating of the F4F Programme MEL Plan, aligned with the approved logframe and EU requirements.

Support the development and refinement of theories of change, results chains, indicators, baselines, targets, and assumptions.

Maintain programme-level indicator matrices and monitoring calendars.

Monitoring, Data Collection, and Quality Assurance

Support the design and rollout of data-collection tools (quantitative and qualitative), including templates, surveys, and reporting formats.

Coordinate data collection across countries and workstreams, ensuring consistency and comparability.

Conduct data verification, validation, and quality checks in line with GGGI standards (accuracy, reliability, completeness, timeliness, integrity).

Support tracking of financial leverage, forest area under sustainable management, and climate and biodiversity indicators.

Reporting and Evaluation

Contribute to periodic donor and internal reporting (quarterly, annual, ad hoc), including results narratives, indicator tables, and annexes.

Support preparation of inputs for Programme Steering Committees (PSC) and Country Steering Committees (CSC).

Coordinate with external evaluators and GGGIโ€™s IEU to support mid-term and final evaluations.

Support documentation and follow-up of evaluation findings and management responses.

Learning and Knowledge Management

Compile lessons learned, good practices, and implementation insights across countries and instruments.

Support the preparation of learning products, synthesis notes, dashboards, and results summaries.

Contribute MEL inputs to knowledge products, policy briefs, and programme communications.

Support internal learning processes, including reflection sessions and after-action reviews.

Capacity Building and Support

Provide hands-on MEL support to programme and country teams (logframes, indicators, data collection, reporting).

Support delivery of MEL-related training sessions and guidance materials.

Provide quality assurance inputs to new proposals or programme adjustments under F4F.

REQUIREMENTS
QUALIFICATIONS

Bachelorโ€™s degree in economics, statistics, public policy, social sciences, environmental studies, engineering, or a related field.

Minimum 4 years of relevant professional experience in monitoring, evaluation, reporting, or learning in international development programmes.

Demonstrated experience working with logical frameworks, indicators, baselines, and results-based management systems.

Experience with donor-funded programmes, preferably EU-funded or climate / environmental finance projects.

Experience supporting evaluations and learning processes is an asset.

Experience working across multiple projects or countries is desirable.

FUNCTIONAL

Strong analytical and data-management skills, with high attention to detail.

Ability to translate technical data into clear, concise results narratives.

Strong organizational skills and ability to manage multiple workstreams and deadlines.

Proficiency in Microsoft Office (Excel, Word, PowerPoint); familiarity with data-collection or visualization tools is an asset.

Ability to work independently and collaboratively in a multi-cultural, multi-country environment.
