KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Lead process monitoring, develop tools for data collection, produce regular monitoring reports, and contribute to donor and ad-hoc reporting through data analysis and visualization. Train staff and partners on monitoring tools and methodologies.
- Support the development of Monitoring, Review, and Evaluation plans aligned with the CSP and WFP standards. Manage evaluations ensuring high-quality reports, dissemination of findings, and integration into policy and programme decisions.
- Facilitate informed decision-making by creating user-friendly, informative products from monitoring and evaluation findings.
- Provide inputs to national and inter-agency monitoring and evaluation frameworks aligned with SDGs and UNDAF.
- Assist programme managers in maintaining AO monitoring systems compliant with MMR, SOPs, and CRF. Support mid-term and thematic reviews.
- Contribute to PDMs and corporate outcome surveys, including questionnaire design, budgeting, contracting, fieldwork, analysis, and reporting.
- Ensure integration of gender and protection in surveys with support from relevant units.
- Collaborate with AAP focal points to revise guidance and align with CFM for effective feedback and issue resolution.
- Assist Area Office leadership in addressing recommendations from M&E exercises through action planning and follow-up.
- Lead PLME staff, build capacity across WFP and partners, and deliver training for improved performance and results reporting.
- Support various units in documenting lessons learned, best practices, and areas for improvement.
- Perform other related tasks as needed.
QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED
Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation OR First University Degree with additional years of relevant work experience and/or training/courses.
Experience: At least one (1) year of professional experience with Advanced University OR first University Degree with a minimum of two (2) or more years of experience in monitoring and evaluation activities. Proficient in utilizing a range of quantitative and qualitative analytical tools and methods.
Language: Fluent knowledge (proficiency/level C) of English and Somali language.
Knowledge and Skills:
Proven experience in collecting and analyzing both quantitative and qualitative data to evaluate program performance.
Competent in producing clear and concise monitoring and evaluation (M&E) reports.
Meticulous and detail-oriented, with a strong emphasis on data accuracy and integrity.
Effective in communicating M&E findings to various stakeholders.
Skilled in identifying challenges and proposing evidence-based solutions.
Knowledgeable about UN policies, rules, and procedures.
Proficient in Microsoft Excel and other data analysis tools.
