MONITORING AND EVALUATION (M&E) LEAD, MALAWI CARE seeks a M&E Lead for the anticipated USAID/Bureau for Humanitarian Assistance (BHA)-funded Early Recovery Risk Reduction and Resilience (ER4) activity in Malawi. This activity will apply a Graduation Approach with a gender focus to increase food and economic security of vulnerable households in Chikwawa and/or Nsanje districts in southern Malawi, enabling them to better manage shocks and stresses. The activity design will prioritize psychosocial wellbeing, market integration, and linkages to complementary programs and resources. The M&E Lead will be responsible for establishing and managing the Monitoring and Evaluation system for CARE's program, ensuring that it aligns with both the organization鈥檚 global standards and the specific requirements of the donor. Working collaboratively with program teams to develop and implement a robust M&E framework that captures accurate and relevant data, promotes learning, and ensures accountability to both beneficiaries and donors. This position reports to the Chief of Party. This activity is expected to be a three-year program in the $25M to $49.99 million range. This is a Key Personnel position, subject to USAID approval. It is also subject to project award and funding. National candidates are encouraged to apply. This position will be based in Malawi. Responsibilities: 路 Develop the overall framework for project M&E systems, including requirements, reporting, baseline, and evaluation surveys. Develop and monitor the M&E plan to systematically document outcomes for project technical leads and leadership team. 路 Ensure alignment of M&E activities with program goals, donor requirements and contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E and Learning activities. 路 Monitor project activities and track these activities against the results framework. 路 Conduct field visits for data collection, validation, and to monitor data quality. Ensure timely compilation and reporting of data. Capture and document lessons learned, and champion scaling up of best practices. 路 Craft and execute annual program plans in coordination with the COP, DCOP, Graduation Lead and other technical and operational project leads, setting performance benchmarks, and overseeing the project鈥檚 monitoring mechanisms. 路 Offer overarching guidance and supervision for the M&E function including in coordination with partners, ensuring it aids the project in achieving its goals. 路 Guarantee that M&E activities have sufficient budgetary allocation and oversee the prudent and timely use of the M&E budget. 路 Lead the M&E team by providing regular coaching, supervision, performance assessments, and capacity building to enhance their skills and professional development. 路 Oversee the deployment and enactment of the project's M&E strategies, protocols, and in-country activities, including organizing training sessions for both M&E and relevant project staff, including partner staff. 路 Provide technical leadership, capacity building and support to project and partner staff in planning and implementing M&E systems and activities, data-based program decision-making, and results reporting. 路 Support the Deputy Chief of Party (DCOP) to coordinate mid-term and final project evaluations. 路 Ensure utilization of global best practices of USAID guidelines regarding Collaborating, Learning, and Adapting (CLA). Qualifications and experience: 路 Master鈥檚 degree in statistics, data management , public health, international development, economic development or other relevant fields is required. 路 8-10 years of relevant senior experience in international development as M&E Lead, director, program director or in a senior management role on large humanitarian or development projects. 路 Successful performance as an M&E lead on a RFSA, ER4 or similar BHA or USAID activity is preferred. 路 Proven experience in quantitative and qualitative research methods, survey design and implementation, and statistical data analysis. 路 Demonstrated M&E experience in food security, agriculture and livelihoods and or resilience building . 路 Strong experience and knowledge of USAID M&E guidelines, systems, and reporting requirements including Collaborating, Learning, and Adapting (CLA) principles, approaches, and their application to project learning and adaptation. 路 Strong data visualization and report writing skills, and ability to translate technical information for non-technical audiences. 路 Experience recruiting, developing, and managing staff and teams. 路 Demonstrated skills building and maintaining relationships with project stakeholders, local partners, and local organizations. 路 Fluency in English required (spoken and written). 路 Strong oral and written communication skills; excellent demonstrated inter-cultural, interpersonal, and negotiation skills. 路 Demonstrated commitment to PSHEA (Prevention of Sexual Harassment, Exploitation, Abuse, and Child Abuse). 路 Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI). 路 Ability to travel within Malawi as required.
