    In this position, you will have to:

    The job description below is based on SC-9 grade requirements. You are encouraged to apply even if you do not meet all the criteria, in this case, you might be invited for the selection process on a lower grade.

    1. Provide technical expertise, and support to national implementors/operators on land release activities, including Non-Technical Survey (NTS), Technical Survey and clearance activities, explosive ordnance disposal (EOD), spot-tasks and associated quality management (QM) mechanisms and information management (IM) systems.
    2. Provide technical expertise to planning, prioritization, and tasking requirements, including solutions for non-common situations involving a combination of different methods of survey and clearances such as manual, mechanical, and animal detection systems.
    3. Provide technical advice on the Explosive Ordnance survey requirements, and the quality and risk management processes for WFP/FAO workstreams related to land release activities on former frontline and liberated areas. Support implementing partners with the design of operational approaches and establishment of task dossiers
    4. Oversee the procurement of specialized vehicles and equipment, including heavy machinery, ensuring that it meets operationsโ€™ requirements, as well as adheres to the unification of brands and types among Mine Action partners.
    5. Provide guidance and recommendations on the procurement of goods that may fall under import control.
    6. Provide oversight, and delivery where required, of public safety and Explosive Ordnance Risk Education (EORE) efforts under WFP projects and programmes, including safety training to other humanitarian and development actors.
    7. Advise on the integration of International Mine Action Standards (IMAS) in the national policy frameworks, on the implementation arrangements, and on the development of a suite of National Mine Action Standards (NMAS) which align to the IMAS. Specifically, draw on risk management principles to advance land release efficiency
    8. In relation to WFP/FAO Project, provide technical advice to support the development of the National Mine Action Strategy for the Government of Ukraine, its implementation.
    9. Where required provide technical assistance, liaison and capacity development support on humanitarian Mine Action to Cabinet of Ministers, National Mine Action Authority (NMAA) secretariat, regional authorities, and local administrations of the regions affected by landmines and ERWs.
    10. Monitor Mine Action contract performances, provide advice as required, maintain records of contract delivery results for reference, and contribute to the negotiations of the contract and contract amendment processes.
    11. Oversee the quality requirements, ensuring that management practices and operational procedures are being applied appropriately, to achieve the stated requirement in a safe, effective, and efficient manners.
    12. Identify changes in the external environment, and propose necessary solutions/actions.
    13. Ensure the mainstreaming of gender equality considerations in Mine Action, promotion of a safe and enabling environment free of any kind of discrimination and abusive behaviour, and gender-responsive communications based on corporate principles.
    14. Plan and execute field missions, and maintain quality assurance of field activities.
    15. Any other related tasks designated by line manager to meet project needs.

    Education: Advanced University degree in the following disciplines: international relations, political/social science, security management, business administration, economics or management. IMAS EOD Level 2 equivalent or higher is desirable.


    Experience: At least 3 years (SC-9 level) / 1 year (SC-8 level) of relevant postgraduate professional experience, preferably in international humanitarian NGOs, police, military, State Emergency Service (SES) or EOD/Mine Action sector. Additional years of relevant experience will be an asset.


    Knowledge & Skills:

    - Knowledge of IMAS (International Mine Action Standards)
    - Knowledge and experience of Technical Survey, Non-Technical Survey, Explosive Ordnance Disposal, Battle Area Clearance (BAC) and Manual Mine Clearance operations.
    - Knowledge of Explosive Ordanace Risk Education (EORE).
    - Familiarity with mine detectors and mechanical clearance machines.
    - Strong project management skills.
    - Excellent skills in MS Word, Excel, and PowerPoint.
    - Strong interpersonal, communication and negotiation skills.
    - Good organizational and planning skills.
    - Ability to work with teams and/or remotely with little supervision.

    Language: Fluency (level C) in both in English and Ukrainian languages.
