FHI 360 is an international non-governmental organisation that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalised populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and district-level health services to achieve project aims. FHI 360 is currently implementing programs to address HIV prevention, testing, and treatment; combatting trafficking in persons; COVID-19; tuberculosis case finding and treatment; anti-microbial resistance; health system strengthening; maternal and child health and nutrition; and diagnostic and laboratory services.

We are currently seeking qualified candidates for the position of Monitoring, Evaluation, Research and Learning (MERL) Director for the anticipated multi-year USAID Vietnam Global Health Security Program project. The goal of the USAID Vietnam GHS Program is to Strengthen Vietnamโ€™s capacity to effectively prevent, detect and respond to epidemic-prone emerging infectious diseases at all levels through a One Health (human, animal, and environmental) approach towards controlling priority global health security threats. The priority technical areas include 1) Preventing avoidable outbreaks; 2) Detecting threats early; and 3) Responding rapidly and effectively.

Recruitment is contingent upon the successful award of the project to FHI 360 and final USAID approval of the candidate.

Main responsibilities:

The Monitoring, Evaluation, Research and Learning (MERL) Director will oversee all aspects of monitoring, evaluation, research and learning of the project. S/he will provide technical leadership to develop MERL plan and capture program intervention results, ensure high-quality, timely, valid and verifiable data collection and analysis, and develop and implement a learning agenda to inform policymakers and other stakeholders of the lessons learned.
