1. Role and responsibilities
Norwegian Refugee Council (NRC) Myanmar is looking for an “MEL Team Leader (Data)” in the Myitkyina Office Northeast area. The position to support the MEL Coordinator in the full and accurate implementation of NRC global MEL framework in coordination with country office MEL unit and MEL activities across the projects implementation in the Northeast (NE) area and to be able to travel H2R Areas different region in Northeast. The position will be responsible for the data management, GORS report, PDM, analysis and report writing of the monitoring sessions of the projects. It is most important to keep data safe and prevent data misuses. As NRC’s vision is “Rights respected. People protected”, protecting beneficiaries’ data is a must-to-do. The position holder is expected to follow NRC’s standards, procedures, and guidelines.
The following is a brief description of the role.
Generic responsibilities
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Professional Development Plan.
1. Supervision and guidance to the area MEL Officer and MEL Technical assistant.
2. Provide technical support on implementing MEL plans at area office level. This includes leading data collection, data management, and data analysis in alignment with the CO M&E SOPs and program requirements.
3. Area focal person of Global Output and Outcome Reporting System
4. Ensure that Monitoring and Evaluation activities are coordinated in line with the strategy, proposals, budgets and plans while also ensuring adherence to MEL deadlines.
5. Ensure adherence to NRC policies, tools, handbooks and guidelines as well as donor requirements.
6. Involve and inform communities and community leaders about the activities
7. Coordinate with relevant partners at the area level
8. Prepare periodic GORS progress reports and other documents as required
9. Explore and promote introduction of new technology, methods and approaches to enhance the quality of activities
10. Closely work with Northeast CFM and Hotline team.
Specific responsibilities

MEL technical support to programmes 70%
• Coordinate process to establish program level MEL systems including creating and implementation of MEL plans (M+E matrix) for the respective area office.
• Participate in Area Strategy workshop and log frame design during project proposal process to support on indicator formulation.
• Support and contribute to the development of a data management system through documentation, implementation, and coordination of standardizes information flow of M+E activities and reporting.
• Support Program team to develop tools necessary to complete all data collection related to outputs and outcomes including baseline surveys, participatory assessment (with external consultant assistance and MEL Yangon support where relevant), Knowledge, Attitudes, and Practices (KAP) surveys, and other types of assessments as needed.
• Provide support the quantitative and qualitative analysis of MEL data (Power BI, etc..), and producing monitoring reports/PBI dashboard.
• Design and lead on MEL work plans and schedules for area office, with support where relevant from MEL Team Country Office (Yangon), in line with the Project Cycle Management and MEL indicators.
• Organize outcome monitoring visits and post distribution monitoring (PDM) to project locations.
• Develop and maintain databases where data and indicators are tracked and compared over the life of the project; support to M+E Technical assistant to ensure that these databases are accurate, and that the raw data is cleaned and coded correctly.
• Ensure that output and outcome data are collected, documented and archive created for reporting.
• Monthly data reporting to ‘Global Output and Outcome Reporting System’ and share with program team leaders and country M+E team the summarized progress from GORS once every four months.
• Communicate regularly and participate in technical programme meetings including with country MEL team where relevant, and to ensure programmes have adequate MEL support and resources.
• Provide feedback, findings and lesson learned to programme and partner staff to ensure that results of MEL are used to implement programmatic changes accordingly.
• Ensure that programme MEL tools, GORS SOP and Country operation MEL SOPs are properly used in the Area Office and Field Offices.
• Capacity building and training of program staff on M+E technical and conceptual areas, as needed.
• Responsible for regular conduct of Data Quality Check (DQC) to ensure accuracy and consistency.
• Participate in Project Evaluations.
Team Management 30%
• Hiring, training, coaching, and leading MEL staff. Including communicating and disseminating MEL SOP and guidelines.
• Assisting team members in identifying trends and establishing MEL goals.

Generic professional competencies for this position:
• At least 3 years of experience in an international NGO preferably in an emergency or post-conflict setting, beneficiary reception and/or counselling, CFM, or related field.
• Experience from working as a Monitoring and Evaluation or Data Management in a humanitarian/recovery context.
• Previous experience from working in complex and volatile contexts desirable but not essential.
• Documented results related to the position’s responsibilities.
• Proficient in MS Office 365 package- advance excel skill is required.
• Ability to present data and convey information clearly and concisely and identifying trends.
• Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
• Knowledge and understanding of international standards, and protection fundamental concepts and guiding principles.
• Experience in Monitoring and Evaluation of humanitarian aid projects in Myanmar with experience in office location is desirable but not essential.
• Good English, both written and verbal
