The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

In India, CHAI works in partnership with its India registered affiliate William J Clinton Foundation (WJCF) under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the Central and States' levels on an array of high priority initiatives aimed at improving health outcomes. Currently, WJCF supports government partners across projects to expand access to quality care and treatment for HIV/AIDS, Hepatitis, tuberculosis, COVID-19, common cancers, sexual and reproductive health, immunization, and essential medicines.

About the role:

Based in New Delhi, the Manager, Finance will be an integral member of the WJCF's enabling team and a partner to programme teams. Reporting to the Director of Finance & Administration, the incumbent will actively contribute to overall strategy management and serve as a key pillar of Finance to align finance operations with organizational values, strategy, and objectives. The Manager, Finance will be responsible for tracking the organization's financial health and growth and related processes for the organization. In partnership with programme teams, the Manager, Finance will lead grant finances and program budgeting and reporting to internal and external stakeholders for all offices in the country, ensure the highest standards of integrity and compliance, and support the DF&A on structure and strategy. The incumbent will also be responsible for aiding the creation of a strong resource, regulatory, and operations enabling environment for programme teams to achieve goals and implement relevant best practices for organizational and programme process improvements. Finally, the Manager, Finance will support the DF&A to nurture, own, and manage key internal relationships within the finance and regulatory and compliance ecosystem of WJCF for effectively driving towards goals and strategy.

Responsibilities

1. Ensure robust financial management for the project:

Supervise operations of the finance functions in implementing financial transactions and expenditure against project budgetsEnsure implementation on financial control procedures as per laid down set policies & procedures & ensuring statutory compliances, including:Timely submission and processing of staff travel expense reports and other reimbursementsVerification of all vendor payments for general procurement, taxi & train travel, hotel, courier etc.Timely submission & payment of invoices of consultantsVerification of all quick book entries

2. Responsible for statutory and internal audit functions, cash management, treasury duties, and bank operations.

3. Oversee preparation of budgets, forecasts and cash flows and act as the authority for routine fund clearances and approvals

Finalize budgets & prepare agreements/contracts in close coordination with the program team, country office & HQCoordinate with the annual fiscal planning for the project budgetReview compliance of actual expenditure in line with the donor's requirementsInterpret and analyze actual results against budget and feedback to the budget holders with advice and recommended actions if necessary

4. Ensure strict compliance with applicable in-country laws and regulations, including taxation laws

5. Ensure timely and accurate submission of project financial reports to relevant donors, and provide support and supervision to project-specific financial audits:

Prepare financial reports as per the donors/country office requirementEnsure timely & accurate submission of partner financial reports and timely disbursement of funds

6. Conduct quarterly administrative and financial reviews of project:

Partner evaluation/ onsite review: Visit partner's site to review their books of accounts to ensure the correctness of the financial reports submitted during the period & review that the funds are spent in accordance with the contracts/agreementBuild capacities of the partners and ongoing mentoring to strengthen their financial systems

7. Supervise the administrative functions to ensure timely support is provided in all the project areas, including but not limited to:

Timely procurement of goods & servicesPetty cash managementEnsuring procurement, maintenance and smooth functioning of all assets to promote optimum utilizationTravel arrangementsAttendance & leave managementProvide training and mentorship to all administrative and financial staff members of projectOversee development and monitor compliance to relevant donor guidelines

8. Grant Management:

Support in preparation of RFP/EOl, ensure transparent and judicious system of partner selection, negotiations and finalizationOther responsibilities as needed

Qualifications

Qualifications:

MCom / MBE / MS with specialization in Finance, CFA, or CMA from a reputed institute with minimum 8 years of experience out of which minimum two years of experience at mid- level in a reputed company or international development agency.Chartered Accountant (CA) or Certified Public Accountant (CPA) certification would be preferredProven experience in large international development sector organizations and experience working on Global Fund projects is desirable Excellent knowledge of MS Excel, PowerPoint, Word and other Office Suite applicationsExcellent Knowledge of Tally ERP Accounting Software (9.3), QuickBooks, and Agresso.Demonstrated high degree of competence with advanced dashboards, reports, and models through Excel, Power BI, and PowerPoint to aid decision makingHighly sound theoretical and practical understanding of Indian GAAP and laws governing Non-Governmental Organizations in India
