    DURATION: 11 Months

    BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

    Job holders are to be working under the supervision of Head of Unit. With minimum supervision, the holder will support the CO in the Management Services to effectively deliver WFP programs and activities in Palestine CO. To contribute to planning and delivery of high quality, client-focused, and

    value for money services pertaining to the Management Services portfolio that enable WFP to deliver food assistance to beneficiaries, in line with WFPโ€™s strategy.

    This position will be based in Jerusalem and reports to Head of Finance and Management Services Unit.

    ACCOUNTABILITIES/RESPONSIBILITIES:

    1. Contribute to and implement WFP country plans, including administrative processes, aligned with regional and wider WFP strategies and policies to facilitate efficient and effective Management Services.

    2. Develop annual plans, and contribute to longer-term strategies and improvements to policies, systems, and procedures to ensure that services provided support WFP strategic objectives and are in compliance with corporate policies, standards, regulations, and processes.

    3. Carry out complex data analysis to provide management and clients with accurate information and reports for efficient planning and decision-making.

    4. Manage the existing resources in the area of responsibility (e.g. WFP managed facilities, assets and travel management, etc.) and estimate new requirements aiming at efficiency, cost-effectiveness, and timeliness of operations and services.

    5. Facilitate the compliance of the services provided (e.g. WFP managed facilities, assets and travel management, etc.) with the corporate Occupational Safety and Health Policy and contribute to the provision of recommendations to the management on improvements/changes.

    6. Support a culture of environmental sustainability throughout WFP by role-modeling actions that drive sustainability in all Management Services activities.

    7. Guide and supervise more junior staff, acting as a point of referral and supporting them with more complex analyses and queries.

    8. To support the CO in hiring new Management Services Officer NOA as needed.

    9. Support the capacity building of WFP staff and partners through the organization or design of pieces of training, workshops, daily interaction, etc., for efficient and effective delivery of food assistance to beneficiaries.

    10. Follow standard emergency preparedness practices to ensure WFP is able to respond quickly and deploy food and needed resources to affected areas at the onset of the crisis.

    • Capacity Strengthen (includes Travel, FMS, GEMS, and Archibus) of Management Services Support Staff. This also includes an Info session for all staff.
    • Take the lead in GEMS (Physical Count and Reconciliation) in coordination with TEC and Supply Chain.
    • To coordinate with Fleet Center/GAS team for disposal of vehicles and reordering new vehicles.
    • Physical Count & Reconciliation for Palestine Country Office.
    • To support CO with the process of refurbishment of the offices and accommodation space.
    • Support with the finalization the SOPs for WFP CO.
    • Organize Refresher Trainings for all MS Service Lines.
    • Coordinate with RBC/HQ on the digitalization of different systems.

      Support in the Onboarding process for newcomers when required.

      Education: Advanced University degree in Business/Public Administration, Engineering, or other relevant field relating to office management and administration, or First University degree with additional years of related work experience and/or training/courses.

      Experience: Minimum of 4 years of postgraduate professional experience related.

      Knowledge and Skills:

      โ€ข Has experience in one or more Management Services lines of business (for example management of assets, facilities, fleet, travel, or other).

      โ€ข Has experience working with teams across different functional areas.

      โ€ข Has experience in working with data-related concepts and tools and leveraging data-driven insights for improved decision-making and business outcomes.

      โ€ข Has demonstrated the ability to provide guidance and instruction to staff within area of expertise.

      Languages: Fluency (level C) in English language (read and write) and in the Arabic (duty stationโ€™s language)
