    Background and the objective of the consultancy


    The 2023 โ€“ 2027 World Food Programme (WFP) Country Strategic Plan (CSP) aims at supporting Kenya to significantly reduce hunger and malnutrition footprint through varying avenues including strengthening the social protection system. The CSP is derived from notable national development plans including and not limited to the Vision 2030 and the Medium-Term Plan III; the Zero Hunger Review for Kenya; the National Social Protection Policy; and the Social Protection Sector Review.

    Under the current UN Cooperating Agreement, WFPโ€™s support to the government is framed within three broad components which include policies, strategies, and legislations; delivery systems and continuous learning; and strategic coordination and programme linkages. The activities embodied in these output areas are meant to trigger an increased coverage and sustainable financing for the social protection system.

    Government Management Information Systems (MIS) Strengthening

    Coordinate engagement of MIS systems that WFP help the government either buy or build e.g., the State Department for Social Protection, Senior Citizens Affairs and Special Programmes is developing a host of MISs for Social Protection with technical assistance from WFP. WFP has been technically supporting various Management Information Systems. Specifically, WFP is providing financial and technical assistance for the scoping, designing, development, testing and deployment and subsequent enhancements of these Systems.

    Under the current CSP and in line with the commitments and workplan for Child and Social Protection; we intend to continue supporting the development and continuous improvement of the Enhanced Single Registry (ESR) including linking it to external databases among other tasks. The system is also currently undergoing deployment and utilization by county governments with an interest in Social Protection.

    Similarly, WFP has a significant interest in the ongoing debate and investments meant to strengthen the countryโ€™s legal identity system in line with the ongoing United Nations Legal Identity Agenda (UNLIA) for Kenya.

    In alignment with the identified workstreams and priorities, WFP seeks to engage an MIS specialist on a consultancy basis to support key initiatives. The consultant will be responsible for ensuring the quality of all contracted work, maintaining high standards throughout the project lifecycle. They will also review and assess work-related priorities, providing informed advice to colleagues, government counterparts, and partners to guide decision-making. In addition, the consultant will identify potential MIS-related opportunities that align with the interests of both WFP and the Government of Kenya. A crucial aspect of this role will be project management, where the specialist will oversee the development and implementation of all solutions, both internally and for the government, ensuring smooth execution from inception to completion.
