Sudan is experiencing unprecedented levels of food insecurity, with over half the population, 25.6 million people, in need of assistance. WFP is scaling up its emergency operations despite enormous challenges due to access limitations, insecurity, and a rapidly evolving conflict.
The World Bank-funded Sudan SANAD Emergency Safety Nets Project seeks to support households in coping with the impact of the ongoing crisis and food insecurity.
The SANAD project will support 552,500 beneficiaries across 8 states with cash assistance for twelve months. The Project Team requires additional staff to effectively coordinate downstream, such as Follow-ups, monitoring, data validation, and operational planning.To achieve these objectives, the Project Team requires a dedicated Monitoring and Evaluation Officer SC8 to carry out specialized and/or standardized tasks within the M&E portfรณlio. The role will be under the direct supervision of the Project Coordinator, with full technical guidance provided by the Country Office Head of Monitoring and Evaluation.
The incumbent will be responsible for carrying out the following tasks and responsibilities:
1. Provide technical support on Monitoring and Evaluation activities of the SANAD Project.
2. Implement M&E assignments, including designing monitoring exercises and instruments, and the right
implementation of the same for a successful implementation of the SANAD Project.
3. Contribute to the identification and profiling of SANAD implementing partners, localities, and
communities, and thus the subsequent selection of beneficiaries.
4. Contribute technically to the design and implementation of assessments, surveys, or impact evaluations of the SANAD project, including data collection, curation, and analysis, regular technical
reporting, and documentation, and ensure timely reporting and right deliverables.
5. Within the specific area of responsibility, prepare M&E technical reports related to SANAD, do
associated data analysis and make strategic recommendations to the SANAD Project management.
6. Liaise effectively with SANAD implementing partners to enable effective M&E collaboration, implementation, associated accountability, and learning.
7. Develop innovative M&E processes and initiatives that should make learning from SANAD M&E
activities are very possible and easy for every actor (context or actor-based learning),
8. Maintain and regularly update the SANAD Project Implementation Manual on all SANAD M&E processes, procedures, and initiatives.
9. Contribute to technical reports and publications from the M&E activities around the SANAD project,
and other related endeavors at the Country Office.
10. Other M&E-related technical duties as found desirable and essential by the Project Manager.DELIVERABLES AT THE END OF THE CONTRACT:
Excellent Monitoring and Evaluation of all activities of the SANAD project, from which the desired and useful learning and accountability can be established.under timely documentation and reporting.
QUALIFICATIONS & EXPERIENCE REQUIRED :
Education: University degree in one of the following disciplines: Economics, Development Economics, Development Studies, or other related fields.
Experience: At least 3 years of postgraduate professional experience in
a Monitoring and Evaluation Position with an international organization.
Good experience with social safety net systems, especially in Sudan, is an added advantage.
Languages: Excellent written and spoken English. Knowledge of Arabic will be an advantage.
Knowledge & Skills:
Knowledge of social safety net projects design and implementation, food security, gender studies, monitoring and evaluation, and impact assessment.- Ability to establish strategic partnerships on M&E, coordinate, and monitor
own work plan and multiple monitoring engagements and portfolios. - Excellent analytical skills with the ability to compile, analyze, and interpret
Quantitative and qualitative data, prepare timely technical reports, and draw
Plausible scientific conclusions and recommendations. - Strong interpersonal skills and teamwork aimed at team success.
- A good command of MS Office and strong data analytical skills, with excellent
writing skills. - Willingness to travel, including to remote project locations in Sudan, if necessary, on short notice.
