To oversee NRC logistical operations at the Area level, mainly focusing on Warehousing and coordinating receiving/dispatching goods/Items from the warehouse, coordinating with partners the deliveries and working closely with Logistics assistance on ensuring continuous supply to the warehouses.
Generic responsibilities
- Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
- Implement complex systems and procedures in fleet, warehouse and asset management in line with NRC policies, SOPโs, and handbooks at the area level.[VY1] [VY2]
- Ensure development and implementation of administrative systems and procedures.
- Conduct and follow up daily operational logistic activities.
- Prepare and develop status reports and analyses as required by management.
- Responsible for the line management, training and development of the area office logistics team. Produce capacity building for staff working in Fleet, Warehouse, Asset Management.
- Advising line managers on logistics related procedures, developing and implementing a logistics capacity building plan and training non-logistics staff on logistics procedures.
- Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
- Focus on anti-corruption, transparency and cost-efficiency in all processes (e.g. in procurement, vehicle management, asset management).
Specific responsibilities
- Overseethe Goods delivery from/To NRC warehouses, Suppliers and other locations from start to finish (including requisitioning, receiving, storing, issuing and delivering goods).
- Coordinate with Access and HSS teams for issuing the required Permits/Approvals for Vehicles and goods movements between locations.
- Train Logistics team on NRC logistics Handbook, logistics policies and guidance as needed.
- Provide training for line managers (Non-Logistics staff) on the logistics process as needed.
- Supervise the management of the warehousing activities in the East area and at the linked field offices.
- Plan and execute Logistics activities so NRCโs resources are used most effectively.
- To ensure that the NRC asset list is up to date and accurate at both area and field level
- Follow-up and manage the lease of property (Warehouses and offices) and the running of those agreements.
- Ensure efficient and effective coordination with other Support functions, including HR/ Admin, Finance and ICT.
- Ensure that all logistics related procurements are in line with NRC procedures and serve the best interests of NRC and its operations (quality of goods, timely delivery, value for money).
- Ensure the regular stock checks/inventory on monthly basis.
- Perform any other duties assigned by the Line Manager.
- Supervise the management of the NRC fleet at the area level.
- Ensure regular logistics reports are submitted regularly to the relevant stakeholders.
- Report all potential fraud cases to the Line Manager.
Professional competencies
- Bachelorโs degree in relevant field.
- Minimum 2 years of experience working in a humanitarian organization.
- Previous experience from working in complex and volatile contexts.
- Good written and spoken English.
- Fluency in both written and spoken Ukrainian.
- Confident user of Microsoft Office software package
