Role and responsibilities

The following is a brief description of the role. The purpose the position is day to day support and guidance to area/field offices on technical issues, provision of trainings and information sharing, monitoring of implementation of minimum standards in NRC Rakhine area offices.

Implement and train staff in NRCโ€™s logistics policies and procedures at Area office level Sittwe and also if required at sub office level MaungdawEnsure compliance with NRCโ€™s Logistics Handbook, other NRC policies and donor requirements in all procedures and processesProvide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)Supervision and development of logistics team at Sittwe Area office levelEnsure safe and efficient transport of staff and materials/goodsย Prepare, check, share plans, records, reports as required (e.g. status reports etc)Implement a filing system/archive according to proceduresFleet management and monthly carpool report preparation for Sittwe Area office [possibility to delegate this to Logs Assistant].

Specific responsibilitiesย 

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Procurement Focal for the Rakhine Area Office.Respond fully to spot checks on transactions and have a particular responsibility towards maintaining transparency and accountability within logistics and procurement.Prepare Purchase Requisitions (PR), Quotations, Bid Analysis, Purchase Orders, Goods Received Notes, with support of the Logs AssistantEnsure that all procurement processes are in compliance with Logistics Handbook, other NRC policies and door requirementsLiaise with suppliers to ensure prompt and accurate delivery of goods, services and equipmentย Supervise NRC vehicle fleet and transport activities, with delegation to Logs Assistant on daily fleet management while ensuring effective coordination with program staff and strengthening systems.Oversee warehouse management to ensure proper routines established and followedEnsure Carpool Reports [also known as Monthly Fleet Reports] are submitted to line manager including for sub office MaungdawReceive supplies and ensure they are in good condition and accompanied by correct documentationEnsure Overall management of drivers, fleet management of NRC vehicles including oversight of rental vehicles, with delegation to Logs Assistant where relevantย Filing of all vehicle records and reports, overtime (OT), assisted by the Logs Assistantย Coordinate and facilitate timely reporting of eventualities like accidents and breakdownsEnsure that all NRC vehicles are in proper operating condition and coordinate vehicle maintenance in collaboration with Logs Assistantย Manage and update the Logistic related register monthlyPrepare reports requested by line manager or Logistics from COย Any other tasks assigned by Line Manager. 2 yearsโ€™ experience from working as a Logistics Officer in a humanitarian/recovery contextMinimum 3 yearsโ€™ experience as a Logistician with a local NGO, international NGO or the private sector.Previous experience from working in complex and volatile contexts desirableDocumented results related to the positionโ€™s responsibilitiesWorking knowledge of English both written and spokenA degree or a diploma in a Logistics related subjectGood knowledge of MS Office, especially Word and Excel

Context/ Specific skills, knowledge and experience:ย 

Knowledge of Rakhine is requiredExperience of managing Logisticsย Good mentoring capacity with the ability to manage, nurture and develop a teamย Organized and efficient in time managementAble to multi-task and juggle a wide variety of activities and responsibilitiesAbility to work under pressure, independently and with limited supervisionSecurity, political and cultural awareness.
