Purpose of the Job
The purpose of the Logistics Officer position is to provide support for the implementation of procurement functions (goods, services and works) at the Kandahar Area office with NRCโs procurement policies, donor rules and regulations.

Generic responsibilities
- Organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
- Responsible for the effective management of the procurement process by ensuring adherence to country and NRC regulations.
- Conduct market surveys and assessment and maintain a clean database system.
- Provide anti-corruption, transparency and cost-efficiency focus in all procurement processes.
- Provide training to project staff in procurement processes and procedures.
- Development of holistic and needs-based Programmes, including cash-based interventions and market-based Programmes.
- Establish a proper filing system of all procurement documents.
- Prepare and develop status reports as required by management on a weekly, bi-weekly and monthly basis.
- Implement internal controls and procedures for ensuring strict compliance with the NRC Mission's Logistics Handbook and its standard operating procedures.
Specific responsibilities
- Manage procurement activities at the Kandahar Area office that includes procurements requested from the field offices.
- Manage closed tenders and ensure it is compliant with NRC and donorsโ regulations.
- Support field offices teams to carry out local market assessments.
- Ensure daily verification of Agresso procurement tracker and provide an update to the Logistics Coordinator.
- Maintains an up-to-date electronic record of all correspondence related to purchasing orders, requisitions and Good Received Notes (GRN) and records.
- Ensure the inclusion of cash-based interventions and marked based Programmes in the country and area-based strategies and their implementation across and within NRCโs core competencies.
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
Generic professional competencies:ย
- Bachelorโs in Business Administration (BBA) degree or equivalent
- Minimum of 3 yearsโ experience, working as a logistician in a humanitarian/recovery context
- Previous experience from working in complex and volatile contexts
- Documented results related to the positionโs responsibilities
- Knowledge of cash-based interventions and market-based Programmes
- Fluency in English, Pashto and Dari Languages
- Willing to travel to remote areas and to field offices, ability to work flexibly including weekends
- Willingness to travel and work in rural locations and live in basic conditions
