The dedicated professional will support local and national stakeholders in increasing their participation, leadership, and contributions to humanitarian efforts. The goal of this role is to enhance the influence, capacity, and involvement of local and national actors in key decision-making processes, coordination, and response planning. By strengthening their institutional capacities, you'll play a critical role in advancing their contributions to humanitarian response, development initiatives, and peacebuilding efforts.

NORCAP's flagship localisation intervention, the Lake Chad programme, is seeking a Localisation Advisor for a period of Two(2) years. Hosted by the Resident Coordinatorโs Office in Cameroon (or other strategic UN Partners in other localisations),The role will focus on to support local and national actors increase participation, contribution and leadership to support people affected by crisis. ย
The purpose of this assignment is to increase the agency, influence and contribution of local and national actors to prioritisation and response by strengthening their institutional capacity and participation in planning, coordination and decision-making mechanisms, and contribution to humanitarian response, development and peacebuilding.ย
Principle Duties and Responsibilities
Encourage and enable local and national actorsโ participation in coordination and decision-making mechanisms and fora, including but not limited to working groups, cluster system, and HCT.Lead initiatives to improve participation, partnership practices by periodically assessing partnership approaches and partnersโ perspectives, capturing lessons learned and best practices, and making recommendations for improvement.Strengthen the capacity of local and national actors in institutional development and organisational capacity (financial management, development of procedures manuals,ย donor procedures, etc.)ย Coordinate and cooperate with relevant stakeholders and inter-agency colleagues, including but not limited to OCHA, UNDP, national agencies, INGOs, and Local / National Actors.Humanitarian response: Support the Localisation Working Group to achieve the objectives set out in its workplan;ย
Advocate with leads of coordination mechanisms for a stronger participation of local and national actors.Strengthen the capacity of local actors to participate in humanitarian appeals and response.ย Conduct organisational capacity assessments of local actors and setting up a roster of local organisations.Collaborate and coordinate with stakeholders to ensure the visibility of civil society through external advocacy, networking, coalition building, and timely research and analysis, keeping intact humanitarian principles.ย Support proposal development for funding opportunity components directly related to partnerships and localization. Itโs related to the identification of existing and potential new donors in close collaboration with stakeholders.Support the engagement with local actors and donors to explore the best means to promote localization and undertake data collection of localization commitment on financing local responders to have a baseline of the current initiatives underway.ย Support Local/National Actors in setting up and maintaining systems for accountability to affected populations, members, and funding partners, to ensure transparency, integrity, and good stewardship of resources. ยQualifications and experienceย
