OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

JOB PROFILE SUMMARY
ย The incumbent will contribute to providing security coverage for WHO personnel, assets and operations with the framework of and in compliance with the Department of Safety and Security (UNDSS) policies and procedures, participate in the analysis of the overall security situation and ensuring secured environment for the implementation of the emergency operations in the Region.
KEY DUTIES AND RESPONSIBILITIES
The incumbent will perform the following, and other related responsibilities as required by the needs of the office:
1.ย ย ย ย Provide support in maintaining the safety and security of WHO personnel, premises and assets in compliance with UNDSS and WHO Security Management Policies and Principles, monitor the implementation of the SRMMs outlined in the Security Plan, Security Risk Management (SRM), and Standard Operating Procedures (SOPs).
2.ย ย ย ย Ensure that the SRM is verified while discussion in the SC and advise as required.
3.ย ย ย ย Contribute to monitoring the security situation; undertake security risk assessment for the Sub-Office and report to the Head of Office (HoO) and the Field Security Officer (FSO) on any emerging security threats to WHO personnel, operations, premises and assets.
4.ย ย ย ย Develop SOPs and contingency plans for the Sub-office; and ensure staff members are familiar and adhere to the related guidelines.
5.ย ย ย ย Ensure the implementation of an effective and practical warden system, through training of all wardens and sending updated lists of personnel and dependents present at the duty station.
6.ย ย ย ย Provide briefings for new commers including communication systems (and assign VHF call signs for new staff), security and evacuation procedures and other security issues and precautions. Arrange office evacuation drills for staff.
7.ย ย ย ย Maintain updated security information, ensuring that WHO personnel are kept regularly informed of security situation, impact, outlook and recommended measures.
8.ย ย ย ย Coordinate field missions with WHO personnel, UNDSS and ASFPs as required.
9.ย ย ย ย Represent WHO interests at the ASC and provide inputs for SRM, RSM, SOPs. Brief the WHO HoO before attending the ASMT.
10.ย Follow up on mandatory security training for staff and ensure full compliance.
11.ย Assist personnel in case of incident and ensure timely reporting of security incidents to UNDSS, WHO management and WHO Security.
12.ย Manage the WHO security team in NES as well as the contracted security company.
13.ย Ensure compliance with recommended SRMMs in the endorsed ASRM.

Functional Knowledge and Skills
Demonstrated knowledge of security/risk management methods, combined with a background of military, police or other security specialization.
Demonstrated technical skills to understand/consolidate varying specializations such as electronics, communications, mechanics, explosives and other sophisticated devices encountered in security system management.
Excellent interpersonal skills and ability to work under pressure.
Proven ability to communicate effectively.
Tact, discretion, diplomacy and ability to promote consensus.
Good knowledge of UN field security operations and the specificities of the operations conducted within the framework of an outbreak and health emergencies.

Educational Qualifications
Essential:
First level university degree (Bachelor) in law, business administration, political/social sciences, psychology or international relations with focus on security management.
Desirable:
First level university degree in police science, military or police academy degree or training.

Work Experience
Essential
ยทย ย ย ย ย ย At least one year experience in security management.
ยทย ย ย ย ย ย Experience in training and guiding personnel on security issues
Desirable
ย ยทย ย ย Experience in UN Security Management System, health cluster partners or recognized humanitarian organization would be an advantage.
