What we are looking for:

An experienced Livelihoods and Food Security (LFS) Programme Development Manager (PDM) who will lead the design, development, and quality implementation of the LFS programme in Palestine in close collaboration with the other technical program leads. What you will do:

  • Contribute to the review of NRC Palestineโ€™s Country Programme Strategy.
  • Lead the design of quality and appropriate Concept Notes and Proposals for fundraising to donors, for both emergency and medium/long term programming, ensuring integrated approaches where relevant.
  • Write and review relevant reports, ensuring these are of high quality and technically accurate.
  • Provision of technical advice at field level and advising the Country Director, Head of Programme, Area Managers and Project Managers on technical strategy, approaches and best practices on LFS.
  • Proactively engage in processes with external stakeholders (incl. donors, working groups, consortia) and conduct external engagement to pre-position NRC for funding opportunities, to scale up high-impact interventions and pilot innovations and dissemination of best practice.
  • Develop Programme SOPs for assessments, targeting, verification, distribution, and monitoring for LFS modalities.
  • Adapt NRC climate change and environment strategy into LFS programming, ensuring contextual relevance and sustainability.
  • Scoping, facilitating and encouraging innovative approaches to programming in the country office, including collaboration with other countries in the region where relevant.
  • Working in close collaboration with the other Core Competencies Specialists / PDM and Thematic Advisers to identify synergies and/or integration through the NRC PCM cycle.
  • In coordination with monitoring, evaluation and learning MEL staff, design and implement appropriate MEL system, methodologies and tools (including baseline, mid-and end evaluations) for livelihoods programming to measure quality programming and evaluate impact, cost-effectiveness and relevance of specific activities.
  • Undertake reporting and documentation of relevant experiences and actively participate in MEL activities through the PCM, including a regular review of MEL data via the GORS platform.
  • Lead all LFS assessments (i.e.., household vulnerability, food security, climate-impact, and market assessments) and response analyses, together with other CCs, and advise the Country Programme in appropriate and relevant actions required ensuring data-driven decisions.
  • Develop and pilot tools and methodologies to support communication with participants and community engagement in the targeted areas.\\
  • Assist in recruitment of Livelihoods & Food Security CC staff together with HR and Area Managers and develop and implement a capacity development strategy for them.
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.
  • Any other relevant tasks as assigned by the line manager (Head of Programmes).
