1. Role and responsibilities

The purpose of the LFS Officer is day to day implementation of the LFS Project in conflict affected areas of Southern Ukraine. The post holder will ensure all activities are implemented in timely manner and with high quality in full compliance to the overall country and programme strategy, NRC standards, procedures and national regulations. This could include in-kind distributions, assessments, sustainable agriculture and production assistance, economic inclusion programs implementation as well as other activities within LFS as requested by the project coordinator as necessary.

The LFS Officer will work closely with the members of the LFS team, M&E department and other NRC South departments. S/he will also ensure that data processing and analysis steps are fully documented and replicable.

Generic responsibilities

Ensure adherence to NRC policies, tools, handbooks and guidelines Implement delegated LFS project portfolio according to a plan of action Prepare and develop status reports as required by management. Ensure proper filing of documents Ensure that projects targets are being met, explore and asses new and better ways to assist Promote and share ideas for technical improvement Ensure that procurement development and distribution of project materials and equipment are timely and in accordance with the procedures Provide regular activity progress reports to LFS project Coordinator. Ensure capacity building of project assistants & field monitors and transfer key skills Liaise and collaborate with relevant local authorities and other key stakeholders at the field level, ensure efficient working relationships with a wide range of different interlocutors (LFS team, M&E department, other NRC South departments, NGOs and other agencies, civil and military administration representatives)

Specific responsibilities

Act as a focal point for the collection, analysis and dissemination of information relevant to the project activities Implement all LFS activities with the technical support of the LFS project Coordinator making sure that the project implementations are in line with NRC technical guidelines and donor regulations and are done on time and with quality. Maintain registries of people in need, conduct livelihood assessment to determine most viable income generating activities, crop and livestock farming, value chain addition and cash for work activities Develop timely and detailed monthly implementation plan of LFS activities in close coordination with the LFS team and support department. Review achievements and constraints in a weekly basis; and provide feedback to LFS Coordinator accordingly. Maintain accurate documentation of project activities project-relevant documents and data in compliance with NRC and donor requirements. Ensure maintenance and filing of the documents. Follow up on a weekly basis with the support department (finance, logistics, HR and administration) to guarantee the smooth running of LFS activities that include movement planning, internal request, payments, HR, etc. Consolidate weekly and monthly activity progress reports. Ensure adequate and safe records of all project deliveries (cash, vouchers, in-kind etc.) including but not be limited to participants database, receipt, storage, dispatch and distributions. In close coordination with M&E team, ensure all monitoring and evaluating activities are carried out on time, and lessons learnt are shared and capitalized on. In collaboration with M&E, ensure that all LFS projects are monitored regularly, and data is collected on a weekly, monthly and quarterly basis. Other duties as assigned by the Programme management

Generic professional competencies:

Bachelor degree preferably in agriculture, agro-economy, economy, social sciences, development studies or other relevant discipline. Experience working in a humanitarian/recovery context is a plus Skills in solving problems is highly desired Excellent interpersonal and networking skills and the ability to liaise authoritatively with figures from the humanitarian community, local media, local government and army, and other relevant actors, when required. Ability to work under pressure, independently and with limited supervision and in compliance with basic security rules. Proven leadership skills. Self-motivation and initiative Good team player

Context related skills, knowledge and experience:

Proficiency in KOBO, ODK or similar mobile data collection tools is highly desired Strong analytical skills with a critical thinking mindset Data literacy and data fluency Strong organizational skills and ability to manage multiple tasks simultaneously. Good knowledge of the Ukrainian and Russian languages Good knowledge of the context in Ukraine At least intermediate written and spoken English
