Nature of the consultancy
The nature of this consultancy is to support the daily functioning Predeparture Orientation and Reintegration Center for Migrants (PDO Center) opened in the Independent Certification and Validation of Skills Center (ICVC).
Under the overall supervision of the IOM Head of Office and direct supervision of the Project Manager, the consultant is responsible to maintain everyday routine functioning of the PDO Center, support visitors with counseling and advise, including referring to services of ICVC, and in close coordination with Center for Employment Abroad ย to organize PDO and safe migration sessions for prospective migrants, as well as regular liaison and effective communication with relevant local and international employers as well as the CEA.
Project Context and Scope
In 2022 IOM started implementation of the regional โLabour Migration Programme โ Central Asiaโ funded by the Swiss Development and Cooperation Agency (SDC) with an overall goal to assist the governments in Central Asia to enhance labour migration governance to better respond to employer and labour market needs while ensuring protection of migrant workers and enhancing development impacts in both countries of origin and destination.

Tangible and measurable outputs of the work assignment
Deliverables:
1.ย ย ย ย Develop registry of PDO trainings โ 15 November 2025 (15%);
2.ย ย ย ย Support to the regional training workshop for VTCs on the role and function of employer liaison and career guidance offices within VTCs โ 15 December 2025 (20%);
3.ย ย ย ย Assess existing capacities of VTCs in regards to engagement with private sector employers โ 31 January 2026 (20%);
4.ย ย ย ย Draft SOP for mechanism of regular liaison and effective communication of VTCs with employers โ 31 March 2025 (20%);
5.ย ย ย ย Support the functioning of the PDO center and ensure employer liaison and career guidance โ 31 May 2025 (25%).
Performance indicators for the evaluation of results
1.ย ย ย ย Registry of PDO trainings developed and submitted to IOM;ย
2.ย ย ย ย Report on the training workshop with participation of at least 10 VTCs submitted to and approved by IOM;
3.ย ย ย ย Report available on the capacities of VTCs in regards to employer liaison and career guidance and submitted to and approved by IOM;ย
4.ย ย ย ย Draft SOP for mechanism for regular liaison and effective communication of VTCs with employers ย submitted to and approved by IOM;
5.ย ย ย ย Final report about functioning of PDO Center and statistics on visitors (number, age, gender, etc.) is submitted to and approved by IOM.

Education, Experience and/or Skills Required
Education: Completed university degree; Experience: At least 2 years of working experience in related area, experience of working with and knowing government procedures is an advantage; ย Competencies and Skills:ย Familiarity with IOMโs mandate; Good interpersonal skills, solid judgment/decision making, initiative and creativity; Cultural and gender sensitivity.Diversity: Adheres to the core values of the United Nations; in particular, is respectful of differences of culture, gender, religion, ethnicity, nationality, language, age, etc. Good command of oral and written Russian.ย
