Lead, Ethics Investigations & Response - GL D - Defined Duration until December 2028 (Reposted)
The Lead, Ethics Investigations & Response reports to the Chief Ethics Officer and leads the handling of staff disputes and allegations of misconduct. The Lead oversees the implementation of the response and investigation program, including, but not limited to triaging and directing all reported concerns for resolution, conducting preliminary evaluations of allegations of misconduct, conducting or overseeing investigations of alleged misconduct, and proactively monitoring and addressing reporting and case trends.
The Lead supports the Chief Ethics Officer and Ethics and Governance Committee to handle allegation of misconduct by governance officials.
The Lead also provides technical advice and assistance to support the OIG and stakeholders in response and investigation of sexual exploitation, abuse and harassment cases.
Key Responsibilities
Manage Ethics Cases In Accordance with Procedures
- Structure and execute intake, triage, engagement, referral, and/or response for concerns, disputes, questions and allegations of misconduct.
- Manage all cases to resolution, including accurate reporting in a case management system to document investigation steps and outcomes.
- Continuously refine investigation processes for efficiency and effectiveness.
- Promote and support prevention of retaliation and protection of staff reporting concerns through established protocols before, during and after an investigation.
Conduct Investigations In Accordance with Procedures
- Undertake referrals, preliminary assessments, and investigations of misconduct using case investigation activities to include: case management; witness and suspect interviews; collection and analysis of evidence; presentation of findings; report writing; and complex investigation planning.
- Support investigations of ethical misconduct by Governance Officials.
- Deliver timely and quality resolution of cases, including accurate and thorough documentation of interviews and evidence, and delivering fully-supported investigation reports of investigative findings.
Technical Advice and Guidance on Managing Ethics Concerns
- Provide expert advice and guidance as needed to all stakeholders to enable them to manage ethical concerns in accordance with our procedures and comply with Global Fund Codes, policies and procedures.
Collaborate to Proactively Address Misconduct
- Provide guidance and support to and collaborate with HR, Ombudsperson and others as appropriate to proactively address staff misconduct while maintaining confidentiality.
- Facilitate communication and coordination among these entities to ensure cohesive approach to ethics-related matters.
Monitoring and Evaluation of Internal Justice Mechanism
- Working closely with the Ethics Risk Management, Monitoring and Governance team, monitor the effectiveness of systems for holding individuals and entities accountable for ethical misconduct.
- Analyze patterns and trends in misconduct cases and outcomes to proactively address root causes.
- Prepare routine reports on the performance of the internal justice mechanism for leadership, staff and others as needed.
- Use reporting insights to drive continuous improvement in ethical practices.
- Collect and transfer lessons learned from cases to the learning and engagement workstream and the prevention team of the Ethics Office.
Program Management
- Collaborate closely with the Ethics Officer and team to ensure timely information sharing, alignment on messaging and strategy on ethical matters, and efficient use of Ethics Office resources.
- Effectively manage team, including employees, contractors and vendors, supporting them in on their key responsibilities using a human centered approach aligned with Global Fund Values.
- Develop annual resource needs, financial and human, as part of Ethics Office annual budget.
- Manage budget associated with the scope of the role within allocated amount and provide accurate projections consistent with Global Fund policies.
- Contribute to achieving the Ethics Officeโs goals and undertaking any other duties as directed by the Ethics Officer.

- Serve as a role model for ethical conduct and promote a culture of ethics and integrity throughout the organization aligned with our Values and Code of Conduct.
- Demonstrate a high level of confidentiality, integrity and professionalism at all times.
- Ensure excellent collaboration with colleagues in the Ethics Office and beyond.

Qualifications
Essential:
- An advanced university degree in law
Desirable:
- Formal professional training as an investigator.
Experience
Essential:
- 7-10 yearsโ experience leading case management and conducting investigations of allegations of ethical misconduct and policy violations, including cases of bullying, harassment, inappropriate conduct, sexual harassment, exploitation or abuse.
- Extensive experience in conducting and overseeing a wide range of core investigation management activities, including: case management; witness and suspect interviews; collection and analysis of evidence; presentation of findings; report writing; and complex investigation planning.
- Strong analytical experience and exceptional experience in assessing evidence and intelligence and in evaluating credibility.
- Extensive experience in delivering clear and concise progress updates and in drafting, reviewing and editing high-quality, fully-supported investigation reports of investigative findings.
- Proven track record of handling issues sensitively and confidentially.
Desirable:
- Experience working with multiple sectors, such as international organizations, governments, civil society and the private sector in an international development context.
- Experience in leading internal projects and improvement initiatives.
- Experience in understanding and applying provisions of codes of conduct, policies and procedures.
Competencies
Languages:
An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
