Work LocationHome based Expected duration2 months Duties and ResponsibilitiesThe United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Secretariat of the Basel, Rotterdam and Stockholm conventions (BRS Secretariat) bring together the three leading multilateral environmental agreements that share the common objective of protecting human health and the environment from hazardous chemicals and wastes. The project โStrengthening enforcement in Ghana under NORAD 2.5โ aims to strengthen national actions for the implementation of Plastic Waste Amendments, enforcing the Basel Convention, and preventing and combatting the illegal traffic in plastic wastes in Ghana. Project activities include, among other things, the development of guidelines for inspection and monitoring, including tracking of plastic waste, training and capacity building in support of the implementation of the Plastic Waste Amendments, development of a risk management system to implement the Plastic Waste Amendments, and development of a national enforcement strategy. The consultant will be supervised by the Programme Officer. In the context of the implementation of the project, the consultant will review and provide technical guidance for the following project outputs: A. Memorandum of understanding between customs and the Environment Protection Authority of Ghana (EPA )on the implementation of the national enforcement strategy and the enforcement of the Basel Convention and its Plastic Waste Amendments; B. Guidelines for inspections and monitoring of plastic waste for the effective implementation of the Basel Convention in Ghana; C. Guidelines for the development of a risk management system to implement the Plastic Waste Amendments; D. National enforcement strategy to implement the Basel Convention Plastic Waste Amendments. Qualifications/special skills- Masterโs university degree in environmental science, policy, environmental studies, international relations, law or economics is required. A bachelorโs degree in combination with an additional 2 years of practical experience in customs enforcement affairs, environmental inspection, or environmental enforcement may be accepted in lieu of the advanced university degree. - At least 7 yearsโ work experience with the enforcement of provisions controlling the transboundary movements of wastes is required. - Demonstrable knowledge of the Plastic Waste Amendments is required; - At least 5 years of experience of conducting inspections of waste shipments is desired.
