Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย 

In the Arab region, UN Women and other partners are implementing an exciting and unique three-yearย regional programme entitled โ€œDare to Careโ€ (DTC) with the goal of transforming patriarchal social norms and masculinities, with a regional coverage in six countries (Egypt, Jordan, Morocco, Tunisia, Lebanon and Palestine) and in-country investments in four of them: Egypt, Jordan, Morocco and Tunisia.ย 

This ground-breaking regional programme aims to promote social norms change for gender equality and womenโ€™s empowerment using the involvement of men and boys in unpaid care and household responsibilities as one key entry point. The programme is funded by the Swedish International Development Cooperation Agency (Sida), the German International Development Cooperation (GIZ) and the Basque Agency for Development Cooperation. It works towards the achievement of three following three outcomes:

โ€ข ย ย  Outcome 1:ย Societies across the MENA region demonstrate an increased involvement of men and boys in caregiving and household responsibilities and more empowerment of women and girls;

โ€ข ย ย  Outcome 2:ย Key institutions effectively transform patriarchal masculinities and social norms, with a focus on advancing caregiving and household responsibilities of men and boys and the economic empowerment of women and girls;

โ€ข ย ย  Outcome 3:ย  More men and boys are able to take their share in caregiving and household responsibilities with more enablingย laws and policies that promote their caregiving and household responsibilities, and paternity leave.

The Dare to Care is a large and comprehensive regional programme that necessitates technical support in the areas of knowledge management and inclusion of disadvantaged groups (Leaving No One Behind). Further, the programme needs robust technical support in management of finances and operations for the successful accomplishment of programmatic results.ย 

The consultant will work under guidance and direct supervision of UN Womenโ€™s โ€œDare to Careโ€ Regional Programme Manager, and in close cooperation with the โ€œDare to Careโ€ Regional Programme Analyst and Programme Associate, and other โ€œDare to Careโ€ team members from ROAS and UN Women Country Offices of target countries. She/he will also work in close cooperation with Operations Team and relevant units from ROAS, and collaborate with the key partners, donors and constituents of the DTC programme.

Description of Responsibilities /Scope of Work:

Develop and implement a knowledge management strategy and plan of the Dare to Care regional programme

Define and implement a knowledge management strategy for the Dare to Care regional programme aimed at enhancing knowledge sharing and delivering of planned programmatic results;ย  Promote knowledge capturing and sharing within Dare to Care team and with key partners, including identification and documentation of good practices, cross-country and cross thematic knowledge sharing through networks and communities of practice; Map and keep up to date on latest developments and results of the Dare to Care programme for documenting and sharing knowledge and knowledge products within UN Women and key stakeholders, including programme evaluators and donors; Support the functioning of the regional network of MENA universities established by the Dare to Care to strengthen teaching and knowledge production on womenโ€™s studies in the region;ย  Promote knowledge sharing mechanisms for the Dare to Care programme.ย 

Contribute technically to the development of programme strategies and interventions in the area of inclusion of disadvantaged groups (Leaving No One Behind) of the Dare to Care regional programme

Undertake a participatory LNOB audit that informs programmatic interventions to enhance the inclusion of disadvantaged groups; Provide substantive inputs and technical support to the Dare to Care programmeโ€™s team and partners for the design and implementation of programme initiatives for the inclusion of disadvantaged groups; Identify areas for support and intervention related to the inclusion of disadvantaged groups, and build capacity of Dare to Care team members and partners to deliver on them.

Provide technical inputs to building partnerships, resource mobilization strategies, and the monitoring and reporting of the Dare to Care regional programme

Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases; Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles; Participate in donor meetings and public information events, as delegated; Monitor progress of implementation of activities and finances using results-based management tools; Draft reports and minutes on team meetings, monitoring missions, etc.; Provide substantive inputs to the preparation of donor and UN Women reports.

Support the operations and management of finances of the Dare to Care regional programme

Provide professional expertise and technical support to the Dare to Care programme on operations, including finance, human resources, procurement, transport, IT, security, administration and ensure they follow UN Women rules, regulations, policies and procedures; Monitor budget implementation and make budget re-alignments/revisions, as necessary; Provide substantive inputs to financial reports; Participate in review meetings and provide technical support to the assessment of the managerial and operational capacities of implementing partners in collaboration with the programme and technical team;ย  Support the adherence and implementation of corporate, budget, financial, procurement, and HR policies and systems within the Dare to Care programme.ย 

Consultantโ€™s Workplace and Official Travel:

This is a full time and office-based consultancy, based at the UN Women Regional Office for the Arab States in Cairo, Egypt. Some work missions for the consultant across the Arab States region may be required, whose costs will be covered by the Dare to Care regional programme.ย

Required Qualifications:

Education and Certification:

Masterโ€™s degree or equivalent in social sciences, human rights, gender/women's studies, international development, and/or a related field is required; A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree; A project/programme management certification would be an added advantage.

Experience:

At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building in the area of gender equality and womenโ€™s empowerment is required; Experience and knowledge of gender equality and womenโ€™s rights situation and issues in the Arab States region is required; Experience in the inclusion of disadvantaged groups -and especially in disability inclusion- is required; Experience in supporting development programme/project operations and financial management is required; Experience coordinating and liaising with intergovernmental institutions and/or donors is desirable; Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required; Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable; Prior experience in the UN system is desirable.

Languages:

Fluency in English is required; Fluency in Arabic and/or French is desirable.
