Background:

In 2020, United Nations (UN) Security Council resolution 1325 (2000) on Women, Peace, and Security (WPS) celebrated its twentieth anniversary. Despite this significant passage of time, there has been little progress in respect to closing the gap with respect to the participation of women in the security sector. Therefore, through this project, the European Union (EU) in partnership with UN Women aims to accelerate action on this key agenda, specifically on helping to close the implementation gap with a focus on National military actors.

This project takes place in the context of Capacity Building in Support of Security and Development (CBSD), which allows supporting the military actors, in exceptional circumstances, when the military performs a development objective. It will harness the existing extensive normative framework on WPS and identifies clear objectives under the key priority areas of: (i) prevention; (ii) protection; (iii) relief and recovery, and the three overarching and cross-cutting principles of (iv) participation; (v) gender mainstreaming; and (vi) leading by example.

The project is implemented in two countries โ€“ Central African Republic and Mozambique, with a global overview at the Headquarters level. Through a comprehensive approach, interventions include working at the strategic, operational, and tactical levels. At the strategic level interventions will focus on adaptation of the existing policy frameworks, as they relate to the attraction, recruitment, retention, promotion, and deployment of women within the security sector at all levels. At the operational level, interventions will focus on the development of the appropriate doctrine, and training to ensure a gender perspective is incorporated into the planning and conduct of operations in conflict and post-conflict setting. At a tactical level, programs will focus on delivering outcomes that reflect gender mainstreaming including training of military personnel and sharing of best practices with other national stakeholders and regional counterparts.

The interventions focus on enabling the military to implement a gender-sensitive approach internally within their workforce structures, policies, and human resources areas as well as in their operational conduct which includes interactions and engagement with civilian populations. This gender-sensitive approach will seek to enhance the overall performance of the military and should therefore be considered a critical enabler with regards to providing security for the entire population.

To enable effective documentation of the knowledge, information and impact generated with the implementation of this project UN Women Country Office is seeking to recruit a Knowledge and Information Management Junior National Consultant.

Duties and Responsibilities:

Description of Responsibilities/ Scope of Work Under the overall guidance of the programme specialist and direct supervision of the Planning, Monitoring & Evaluation and Reporting Officer (PMERO) the Junior Consultant works closely with the EU WPS Team and Programme Team and will perform the following tasks:
โ€ข Monitors the knowledge products tracking sheet, collecting and recording knowledge products from the EU WPS project, catalogues and uploads into the designated Teams folder.
โ€ข Supports the creation, management and monitoring of the beneficiary database to calculate reach of the Eu WPS project
โ€ข Conducts outcome harvesting for the EU WPS project, follows up on and drafts documentation of Stories of Change and lessons learned.
โ€ข Engages in Knowledge Products generation put together drafts.
โ€ข Provides support to the EU WPS and all teams in uploading evidence to inform all indicators (Development Results and Organization Effectiveness and Efficiency) that UN Women Mozambique responds to until this activity is fully implemented by programme teams.
โ€ข Perform any other tasks as requested by the supervisors.

โ€ข Updated knowledge products tracker and Updated Teams Folder and list of documents to be uploaded into Mozambique Sharepoint.
โ€ข A matrix and brief guide for reporting on all CO approved indicators approved with baselines, targets and status until December 2025.
โ€ข Infographic on EU WPS Project Outreach so far based in data from training and social mobilizations.
โ€ข Draft versions of Stories of Change, Outcome Harvesting and lessons learned booklets for the EU WPS Project.
โ€ข Final versions of WPS Military Project Outcome Harvesting booklet on the EU WPS Project.
โ€ข A complete matrix report of all CO approved indicators with baselines, targets and status until 31st December.

โ€ข Proven report writing skills
