DURATION: 11 months
BACKGROUND:
The World Food Programme (WFP) has been in Cambodia since 1979. The current WFP Cambodia Country Strategic Plan (CSP) 2024-2028 aims to complement and contribute to the governmentโs efforts to achieve zero hunger through supporting social protection, climate and disaster risk management and food security and nutrition.
Cambodia has made strong development gains in recent years; however, many peopleโparticularly women, persons with disabilities, marginalized groups, and those living in povertyโcontinue to face significant barriers to food security, nutrition, and resilience. Persistent inequalities, limited access to nutritious foods, climate-related shocks, and structural exclusion leave many populations at risk of being left behind.
The WFP Cambodia Country Strategic Plan (2024โ2028) marks a strategic shift toward national systems strengthening, with a focus on ensuring that social protection, food systems, and disaster risk management are inclusive, nutrition-sensitive, and gender-responsive. The CSP is fully aligned with the Royal Government of Cambodiaโs Pentagonal Strategy, the National Social Protection Policy Framework, the National Strategy for Food Security and Nutrition, and national climate and disaster management priorities.
The CSP is structured around three Strategic Outcomes:
1. strengthening an inclusive, shock-responsive national social protection system;
2. improving access to safe, nutritious, affordable foods through equitable and climate-resilient food systems; and
3. enhancing national and subnational capacities for early warning, anticipatory action, and coordinated disaster preparedness and response.
Across these areas, WFP prioritizes protection, disability inclusion, and accountability to affected populations to ensure all interventions are safe, accessible, and equitable. As WFP continues expanding its systems-strengthening role, additional support is required to help integrate these cross-cutting commitments consistently across programme portfolios.
This junior consultancy will provide supporting functions that help WFP Cambodia operationalize protection and inclusion commitments as part of its contribution to national systems.
PURPOSE OF THE ASSIGNMENT:
The Junior Consultant will support WFP Cambodia in mainstreaming protection, disability inclusion, and social equity across all programme areas. The consultant will assist senior staff with analysis, programme support, coordination, and accountability mechanisms to help ensure that WFP-supported interventions are safe, dignified, inclusive, and accessibleโparticularly for groups facing marginalization.
Duties and responsibilities will include but not be limited to:
Contribute to the development of GPI-related components of selected projects, plans, and processes, ensuring alignment with WFPโs Gender Policy (2022), Protection and AAP commitments, Disability Inclusion Roadmap, and the CSP 2024โ2028.
Provide project management and coordination support for specific GPI-related activities within social protection, food systems, and disaster risk management portfolios.
Support data gathering, monitoring, and reporting systemsโincluding SADDโto help ensure quality and consistent inclusion of PI indicators across programme areas.
Assist in researching and analysing protection, and inclusion issues relevant to WFP programmes, including barriers affecting women, persons with disabilities, ethnic minorities, and other vulnerable groups.
Contribute to preparing accurate, timely PI-related reports, briefing notes, minutes, and analytical products for internal and external use.
Liaise with internal counterparts (Programme, RAM, Partnerships, Area Office) to support effective coordination on PI integration.
Support the identification and engagement of government entities, civil society groups, womenโs rights organisations, and disability networks to promote inclusive programme approaches.
Assist in capacity-strengthening activities for WFP staff, cooperating partners, and government counterparts, including preparing materials and supporting facilitation.
Provide basic guidance to staff and field colleagues on GPI queries, documentation needs, or safe programming practices.
Support AAP and protection-related tasks such as feedback mechanism strengthening, safe referral support, and community engagement.
Perform other duties as required, including support to emergency response, donor inputs, communication tasks, and GPI mainstreaming for new initiatives.
Expected main outputs/deliverables:

Support incorporation of GPI elements into evidence products and monitoring systems.:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced university degree in Social Sciences, Environmental Sciences, International Development, Rural Development, Communications, Gender Studies, or related fields. A first-level degree with additional relevant experience may also be considered.
Experience:
Minimum 1 year of relevant experience in protection, disability inclusion, AAP, or related cross-cutting areas (including internships or volunteer experience).
Experience supporting basic research, analysis, or field assessments related to social inclusion, community engagement, or programme design.
Experience supporting project coordination, reporting, or evidence generation in NGOs, UN agencies, government, academia, or civil society.
Experience working with vulnerable groups (women, persons with disabilities, ethnic minorities, rural communities) is an asset.
Basic experience with data collection or M&E systems, including SADD, is desirable.
Experience contributing to workshops, consultations, or training materials is an advantage.
Ability to work collaboratively in multicultural and multi-stakeholder environments.
