Result of ServiceThe Consultant will contribute to the integrated design, planning, coordination and overall monitoring, evaluation and reporting of Mission-funded community stabilization, confidence building and conflicts reduction interventions implemented by United Nations agencies, funds and programs (AFPs) in Abyei box. S/he will support multi-agency coordination and other efforts in consultative meetings/discussions with Implementing Partners on the preparation and submission of all obligations linked to signed UN-to-UN agreements/LoA. S/he will contribute to regular project reviews to assess the performance of the projects and review Multi-Year Work Plans. S/he will provide effective operational support and increased capacity of the Joint Program Senior Staff and participating entities to cope with the workload in supporting the Abyei UN Joint Program Initiative as stipulated in the UNSCR 2760 mandated activities (OP27, OP35). Work LocationAbyei Expected duration2 months Duties and ResponsibilitiesThis position is in the United Nations Interim Security Force for Abyei (UNISFA). The Consultant / Joint Program Officer reports to the Senior Political Affairs Officer & Chief, Community Liaison Office or their designate. The Consultant will support the day-to-day operations of the Joint Programme Initiative of UNISFA and members of UN Common System in Abyei ensuring smooth business continuity. The Consultant will be responsible for the following duties: 1. Programme-related support to the Abyei UN joint program Initiative: โ€ข prepare scope of work, review project documents, cost plans/budgets and assure compliance to relevant financial rules and procedures in collaboration with RCO and Implementing partners (AFPs) โ€ข monitor status of programme/project proposals and receipt of relevant documentation โ€ข distribute project documents to all stakeholders upon CMS approval โ€ข prepare briefing notes and talking points for the senior staff and mission leadership related to JP program. โ€ข provide information on assigned issues and cooperates and collaborates with counterparts to develop quality written outputs as requested โ€ข attend coordination meetings and prepare minutes, monitors follow-up activities. โ€ข verify on regular basis availability of funds in Umoja and monitor wired transfers status to Implementing Partners โ€ข compile, summarize, and present information/data using Power BI to inform Management โ€ข compile, summarize and enter data on project delivery; draft related status reports, identifying shortfalls in delivery, budget overruns, etc., and bring to the attention of Senior PM Officer โ€ข draft correspondence on budget-related issues to inform decision making. โ€ข when required, prepare and update periodic reports, briefing notes, SG and Compact reports, graphic and statistical summaries, accounting spreadsheets, OIOS/Evaluators structured interviews, etc. โ€ข design and monitor dashboards for all agreements and support on contracts compliance โ€ข actively manage year-end closure activities in collaboration with Finance & Budget Unit โ€ข provide inputs to planning processes, including results-based budgeting (RBB) and reporting. โ€ข participate in the work of missionโ€™s Joint Inspection Teams, UN Inter-Agency Assessment Missions and similar modalities โ€ข As required, represents the team at round tables, seminars and conferences with Juba/Khartoum appointed administrations โ€ข support the supervisor in the coordination of mission-wide inputs for reports to the Secretary-General and other communications to UNHQ โ€ข assist in the organization of conferences and large meetings; assists in the provision of logistics for conferences and other event, liaising with security and registering participants. 2. Provision of effective, efficient and rapid administrative support services: โ€ข serve as focal point for administrative coordination of programme/project implementation activities, involving extensive liaison with diverse organizational units, in line with UN administrative policy, procedures, rules, and regulations, guidelines, standards of accountability, and ethics โ€ข ensure smooth and efficient information flow within the Office. โ€ข process and follow-up on a wide range of administrative actions and duties (travel arrangements for Senior Staff, training/study programmes, procurement of equipment and services with local and international vendors, order of office supply and equipment with General supply, etc.) โ€ข handle other routine administrative tasks, such as leave planning and recording, meeting organization, meeting minutes provide general office assistance; respond to complex information requests and inquiries; โ€ข review, log and route incoming/outgoing correspondence/interoffice memo; โ€ข set up and maintains electronic and hard filing system; organize meetings, workshops as instructed โ€ข draft correspondence and communications to Implementing partners as required โ€ข carry out quality control function for outgoing documents; proofread and edit texts for adherence for format, grammar, punctuation and style. โ€ข initiate requests via emails and inter office memoranda/Letters of agreement, and obtain necessary clearances โ€ข review and verify that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received โ€ข perform other duties as assigned. Qualifications/special skillsAdvanced university degree (Masterโ€™s degree or equivalent) in business administration, management, economics, social sciences or a related. A minimum of seven years of relevant experience in project management, business administration, or general administration is required. Previous work experience in administration in a United Nations peacekeeping operation is desirable. Proven experience in planning and project management in a conflict or post conflict environment is required. Experience using financial systems/finance modules of enterprise resource planning (ERP) software such as Umoja or similar software is highly desirable. Experience in budget preparation and WBSE implementation and reporting is required. Excellent computer literacy, strong skills in technology/software solutions, using Microsoft Office 365 packages is an asset. Training or certification in PowerBI/MS Project is required. Prince2 Project Management certification is required. LanguagesEnglish and French are the working languages of the UN Secretariat.
