Background/Context
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.ย
Gender equality in Armenia has progressed in key areas including legal reforms, political participation, and service provision. However, entrenched challenges such as gender-based violence, harmful stereotypes, and gaps in implementation of legislation remain persistent. The United Nations in Armenia recognizes gender equality and the empowerment of women and girls (GEWE) as central to achieving the Sustainable Development Goals (SDGs), particularly SDG 5.
To accelerate system-wide progress, the UN Secretary-General launched the Gender Equality Acceleration Plan (GEAP), requiring transformational change across UN leadership, accountability, planning, and resourcing.
Aligned with this, the UN Country Team (UNCT) in Armenia, through its UN Gender Theme Group (UNGTG) chaired by UN Women, has developed a Plan of Action for Gender Equality 2025โ2026. The Plan builds on the findings of the 2024 UNCT-SWAP Gender Equality Scorecard, identifies priority actions for improving UNCT gender performance in 2025, and prepares for a full UNCT-SWAP reporting cycle in 2026.
To ensure effective implementation, UN Women seeks to engage a consultant to provide technical and coordination support to the UNGTG and facilitate the delivery of the Action Plan.
The consultant will be reporting to Senior WPS Advisor, who is serving as UNGTG Chair in Armenia and will be the point of contact on the contract and payment issues. During the contract period, the consultant will be also supported by UN Women team in Armenia and Georgia.ย
The objective of the consultancy is to support the implementation of the UN Armenia Internal Plan of Action for Gender Equality 2025โ2026, with a focus on strengthening coordination, internal accountability, capacity development, and joint communication and advocacy on GEWE within the UN system in Armenia.
Description of Responsibilities/ Scope of Work
Deliverables
Under the supervision of Senior WPS Advisor for the SC and in coordination with the UNGTG, the consultant will have the following scope of work:
Capacity Development and Planning
Conduct an inter-agency capacity assessment on GEWE among UNGTG members. Draft a UNCT capacity development plan based on the assessment findings. Facilitate two capacity-building sessions for UNGTG members (on gender in climate change, gender in humanitarian action).Coordination and Secretariat Support
Organize and document quarterly UNGTG meetings (Sep/Nov/Jan), ensuring follow-up on decisions and integration of capacity building sessions. Support implementation of the 2025 UNCT-SWAP Action Plan, including coordination with the UN GTG. Support in finalization of UNGTG 2026 Workplan. ยMonitoring and Reporting
Deliver a capacity building session on gender-responsive M&E to the UN M&E group and the UNGTG.Joint Communication and Advocacy
In coordination with the UN Communications Group and UN GTG:
Lead the planning and coordination of a joint campaign/event for the 16 Days of Activism against Gender-Based Violence.Scorecarding Preparation (for 2025)
Support early preparation for the 2025 UNCT-SWAP Scorecarding exercise, including:
Briefing the UNCT and updating the task team (of UNGTG members) to lead on the UN Scorcard exercise Coordinating initial data gathering and indicator selection. Drafting internal timelines and methodological guidance for the 2025 self-assessment.Deliverables and Timeline
The consultant is expected to submit the following deliverables in line with the outputs defined under the Plan of Action. Each deliverable must be submitted in English and approved by the supervisor. All deliverables will be used to track progress and results in implementing the Internal Plan of Action for Gender Equality.

Strong knowledge of gender mainstreaming tools, including gender-responsive M&E. Excellent facilitation, analytical, and interpersonal skills. Ability to deliver under tight deadlines and manage multiple tasks independently.Required Qualifications:
Education:
Advanced university degree (Masterโs or equivalent) in Gender Studies, Development Studies, Public Policy, Social Sciences, or related field. A first-level university degree in combination with seven (7) additional years of qualifying experience may be accepted in lieu of an advanced university degree.Experience:
At least 5 years in case of Masterโs or 7 years (Bachelorโs degree) of professional experience in gender equality and womenโs empowerment.ย Proven experience in facilitating inter-agency coordination, gender capacity building, or scorecarding/M&E processes within the UN or similar international institutions. Familiarity with UNCT-SWAP Scorecard and UN SDG frameworks is a strong asset. Experience in advocacy, communication, and organizing multi-stakeholder events on GEWE.Languages:
