Work LocationHome-based. The consultant is expected to make at least one travel to Hanoi for the multi-stakeholder consultation. Expected duration30/4-31/10/2025 (30 working days) Duties and ResponsibilitiesUnder direct supervision of the Economist of the UN Resident Coordinator Office (UN RCO) in Viet Nam, the Consultant will work closely with the Head of UN RCO and the Programme Management Team (PMT), which is assigned by the UN Country Team to oversee the Country Analysis (CA) development. The Consultant will be responsible for providing high quality services in the following areas: - Conducting the analysis for drafting the proposed chapters of the CA report as suggested in the Concept Note in line with the UNDCOโs CA Guidance by drawing as much as possible on analytical work, research reports, academic journal articles, working papers, policy papers on topics related to key dimensions of sustainable development in Viet Nam produced by academia, think tank, UN, International Financial Institutions (IFIs), international organizations, government, civil society organizations, and others including workersโ and employersโ organizations and concluding observations on Viet Namโs commitments under various UN treaty bodies; - Consolidating substantive inputs and analytical draft provided by UN agencies for drafting various chapters of the CA report in close coordination with the PMT and RCO to produce a complete CA draft report; - Presenting the analysis, results and recommendations to diverse stakeholders in the multi-stakeholder consultations to obtain feedback/inputs to improve the quality of the CA report; - Communicating and work closely with the RCO and PMT to ensure that the CA report is finalized with high quality as well as coherence of the analysis, findings and recommendations. Qualifications/special skillso Masterโs degree, or equivalent, in public policy, economics, development studies, international development or a related field. o A minimum of 5 years of professional experience in the areas of public and development policy research, policy analysis and advisory. o Experience in the application of economic principles in public policy and development programming, applied economic research and analysis is required. o Experience in preparing analytical papers and reports, using appropriate language in sensitive political contexts, in the fields of sustainable development or international development is desirable. o Experience in the application of UN guiding principles of HRBA, GEWE, LNOB to analyze complex development challenges and contexts is desirable. o Previous work experience in Viet Nam or Southeast Asia and knowledge of the UN development system are desirable. Languageso Fluency in English is required. Additional InformationThe Country Analysis (CA), formerly the Common Country Analysis, is a diagnostic tool and strategic pivot of the UN system, providing independent, reliable analysis and policy advisory to support sustainable development. In 2021, the UN in Viet Nam prepared a comprehensive CA to inform the United Nations Sustainable Development Cooperation Framework 2022-2026. Following UNDCO's CA Guidance, updates were made in 2023 and 2024 to reflect progress and trends in sustainable development and inform annual programming priorities. In 2025, the UN in Viet Nam will prepare an in-depth CA to inform the new Cooperation Framework 2027-2031, supporting Viet Nam in achieving the 2030 Agenda for Sustainable Development and national priorities. The CA 2025 aims to: 1. Assess progress, trends, and challenges in national development priorities, including commitments to the 2030 Agenda and obligations under UN treaty bodies, considering regional and global trends. 2. Identify root causes of risks and vulnerabilities, as well as opportunities for system transformations, encompassing the humanitarian-development-peace nexus. 3. Provide recommendations for the new Cooperation Framework, focusing on systems transformations and strategic prioritization of UN programming to enhance contributions to Viet Nam's Sustainable Development Goals (SDGs) and national priorities, as well as obligations under UN treaty bodies.
