Project Context and Scope
The IOM Mission in Armenia is implementing the project โCombatting Trafficking in Persons in Armenia: Improving Victim Identification and Referral Systemsโ. This two-year project is funded by the IOM Development Fund and is aiming to enhance migrant rights protection and fighting TIP in Armenia.ย
In May 2021, the Armenian National Assembly adopted a legislation requiring online registration of all foreign workers in Armenia. The electronic work permit issuance system (WPS) - which was established in 2022 with the support of IOM - registered close to 11,000 applications from migrant workers in the first year after deployment and the numbers continued to raise gradually. With the introduction of the gender sensitive indicators, the system is anticipated to improve flagging potential cases of trafficking, for further investigation by relevant authorities. The alert system is expected to strengthen governmental capacities to identify potential VoTs without requiring additional investments in terms of human capacities, strengthening the overall National Referral System for victims of trafficking.ย ย
Under the overall supervision of the Head of Office and direct supervision of the Programme Officer, as well as in active cooperation with the Migration and Citizenship Service and a hired IT company, the consultant will be expected to develop a set of indicators that will be later incorporated into the WPS IT system and serve as an early warning to systemโs operators by highlighting cases of work permit applicants that contain indications that an individual may potentially be a victim of trafficking.ย ย

1.Utilizing the specific expertise in TiP, develop the set of gender-sensitive and country-specific early waring indicators for the WPS system:
- Review and analyze the existing system of combating trafficking in persons in Armenia, including legalย framework, referral mechanisms, as well as relevant assessments and reports prepared by international organizations and CSOs.
- Review applicable international standards to ensure alignment with international best practices. Review the indicators currently in use in other countries in the region and their effectiveness.
- Through active communication with the Migration and Citizenship Service, the main operator of the WPS, determine how the existing functionality of the electronic system and data collected can be utilizedย for development of the indicators and further for their incorporation into the system.
- Guided by the findings of the preparatory stage, prepare theย draft set of TiP indicators.
- Present the draft indicators for the purposes of obtaining feedback and validation from relevant governmental stakeholders during meeting/workshop.
2. Coordinate the development of the indicators with the IT company responsible for the incorporation of the indicators into the WPS:
- Based on the feedback collected from the stakeholders, prepare the final set of gender-sensitive and country-specific indicators.
- In coordination with the hired IT company, identify the best way to incorporate the indicators into the WPS system, considering the technical limits of the platform and the workflows that operators of the system are following.
- Deliver the presentation for the relevant staff of the Migration and Citizenship service providing the overview of the indicators incorporated into the system. Consultant is hired to provide the bellow deliverables, according to the proposed timeline:ย ย ย ย

Brief methodology report containing the methodology used to define and verify the relevance of draft indicators with justifications based on the analysis of the existing framework for combatting trafficking in persons in Armenia.ย

Comprehensive document containing the final set of indicators and recommendations for their implementation into the WPS system.ย
Deliverable 3 (Deadline 8th week of the consultancy):ย ย
Presentation of the results to the staff of Migration and Citizenship Service.ย
ย ย Performance indicators for the evaluation of results
ย The Consultant Evaluation will be carried out based on the following indicators: ยโข Understanding of the scope of the assignment.
โข Professional competence and mastery of the subject matter of the consultancy.
โข Written and verbal communication skills, including report writing.
โข Delivering results consistent with the agreed Terms of Reference.
โข Accurately judging the amount of time and resources needed to accomplish a task.
โข Identifying key issues and proposing solutions, e.g. offering different options to solve problems to meet clientsโ needs.
โข Upholding and demonstrating the values of IOM in the daily consultancy activities.
Education ย - Advanced degree in social studies, migration studies, human rights or a related field from an accredited academic institution, with an expertise on gender or TIP, with five 5 of relevant professional experience; or,ย
- University degree in the above fields with 7 years of relevant professional experience.ย ย Experience
- Hands on experience in the area of countering trafficking in persons and national e-systems related to TiP.ย
- Experience in Armenia or other countries in the region, knowledge of the context and understanding of labor migration patterns in the region is a strong advantage.ย
- Experience in working with international organizations and UN agencies, is an advantage.ย Languages
Fluency in English is required.ย
IOMโs official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย Travel requiredTravel to Armenia is required.
