JOB TITLE: Programme Policy Officer โ Resilience

DUTY STATION (City, Country): Bol Field Office, Lac Province, Chad
DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The Lac Province of Chad faces overlapping challenges, including chronic food insecurity, displacement due to conflict, climate shocks, and limited access to basic services. In response, WFP Chad is implementing integrated resilience programming in Bol and surrounding departments to strengthen the capacity of communities to absorb, adapt, and transform in the face of shocks.
WFPโs resilience approach in Chad is guided by the Three-Pronged Approach (3PA), combining Integrated Context Analysis (ICA), Seasonal Livelihood Programming (SLP), and Community-Based Participatory Planning (CBPP) to ensure tailored, context-specific, and sustainable solutions.
The Programme Policy Officer will be based in Bol to support the implementation, coordination, and monitoring of resilience and livelihoods interventions, in close collaboration with communities, local authorities, and partners.
JOB PURPOSE
Ensure quality implementation of resilience and asset-creation programmes in the Lac region.
Strengthen operational planning, coordination, and monitoring of activities.
Foster partnerships with local actors, authorities, and UN agencies to ensure alignment with government strategies and humanitarian-development-peace efforts.
ACCOUNTABILITIES /RESPONSIBILITIES
Under the direct supervision of the Head of Field Office and technical oversight from the Country Office Resilience team, the Programme Policy Officer will:
A. Programme Planning and Implementation
ยท Lead and coordinate implementation of resilience-building activities (e.g., Food Assistance for Assets โ FFA, soil and water conservation, community infrastructure).
ยท Ensure timely planning and delivery of inputs, including food/cash distributions, tools, and technical support.
ยท Supervise cooperating partners and field staff implementing activities, providing technical guidance and quality control.
B. Community Engagement and Targeting
ยท Oversee community consultations and planning sessions using CBPP tools.
ยท Ensure inclusive and gender-sensitive targeting of beneficiaries in collaboration with local committees.
ยท Promote community ownership and sustainability of assets created.
C. Monitoring, Learning and Reporting
ยท Support data collection and monitoring using WFPโs COMET and SCOPE systems, ensuring accurate tracking of beneficiaries and outputs.
ยท Document field observations, beneficiary feedback, and lessons learned for continuous improvement.
ยท Prepare field reports, situation updates, and input into donor reporting as required.
D. Coordination and Partnerships
ยท Represent WFP in local coordination platforms related to resilience, livelihoods, and early recovery.
ยท Liaise with government departments (e.g., Agriculture, Environment, Civil Protection) and UN/NGO partners to harmonize interventions and promote complementarities.
ยท Contribute to the development of joint workplans, assessments, and integrated approaches.
E. Risk Management and Compliance
ยท Monitor security, operational, and environmental risks affecting programme delivery and report mitigation measures.
ยท Ensure activities comply with WFPโs protection, gender, and environmental safeguards.
DELIVERABLES AT THE END OF THE CONTRACT
Weekly/monthly progress updates and situation reports
Activity implementation plans and beneficiary lists
Monitoring summaries and field visit reports
Inputs for donor reports and proposal development
Final consultancy report with key recommendations
QUALIFICATIONS & EXPERIENCE REQUIRED
Education
Advanced university degree in International Development, Rural Development, Environmental Studies, Agronomy, Public Policy, or related field.
Knowledge & Skills:
Strong field implementation experience, including partner coordination and community engagement.
Knowledge of WFP tools and systems (3PA, COMET, SCOPE) is an advantage.
Proven ability to work in a remote, hardship environment with logistical and security constraints.
Excellent interpersonal, reporting, and facilitation skills.
Languages
Fluency in French is required.
Working knowledge of English is desirable for coordination with international partners.
