JOB TITLE: Emergency Officer

DURATION: 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT
WFP Country Office is looking at strengthening its capacity in the Programme unit to be able to scale up its response in critical areas of the country. The ongoing influx of refugees from Sudan will require additional efforts by WFP both at field and Country office level. Based on the work plan of the Programme unit in 2025 and the need for support required at field level to ensure quality, timeliness and efficiency in WFP interventions, the Country Office is seeking an emergency officer with experience in WFP emergency field operations.
The selected candidate will contribute to the implementation of WFPโs emergency response to the Sudanese Crises at the field level, especially in Farchana/Adre to ensure that the emergency response is timely, efficient, effective, and implemented in an agile and integrated manner, as a core element of WFPโs global programme delivery. The Emergency Officer will respond directly to the Emergency Coordinator or alternate based in Adre.
JOB PURPOSE
To provide support to the strategic implementation of WFP emergency response in Adre.
ACCOUNTABILITIES /RESPONSIBILITIES
Under the supervision of the Emergency Coordinator in Adre and in coordination with the other divisions and programme sections, the consultant will undertake the tasks detailed in the TORs. In addition to the standard Programme and Policy Officer Job Profile, the following responsibilities are sought for the position:
1. Contribute to the implementation of response activities and plans in support to management in line with WFP Emergency Protocols and procedures.
2. Plan, implement and supervise GFDs and provide technical support to the CP to improve the quality of the food assistance delivery.
3. Provide analysis and reports to enhance context from an emergency perspective thus reinforcing technical guidance for operational decision making.
4. Participate in the technical design and dissemination of timely situational updates including mapping of data on emergency situations to diverse range of stakeholders to ensure effective decision-making.
5. Assist the emergency team in the required effective partnership and coordination with other UNs on ground, cooperating partners, international/national NGOs and other stakeholders.
6. Support in Liaising with Supply chain, Vulnerability Analysis Mapping, Monitoring & Evaluation, Nutrition, and other units/ divisions to ensure effective delivery of quality WFP General Food Assistance programming.
7. Provide support in developing functional trainings and documents of lessons learned to promote good knowledge management practices ensuring improvement of future emergency preparedness and responses.
8. Contribute to the implementation of CBT distributions, starting and managing the process in coordination with the CBT and BIMS units in the CO.
9. Contribute to the preparation and dissemination of timely operational and analytical reports, that enable informed decision making and consistency of information presented internally about the project progress and achievements.
10. Support the Sub office on the capacity building of WFP new staff and partners to prepare for and respond to food assistance needs.
11. Contribute to an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework.
12. Supporting the CO School feeding team with the Emergency School Feeding Activities in the new refugee camps.
13. Perform any other tasks, as assigned by direct supervisor and/or management.
14. Other as required.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses
Experience:
Have at least one year of relevant experience in humanitarian work, including at the field level.
Knowledge & Skills:
- Have a good understanding of humanitarian architecture.
- Have capacity to write reports and provide analyses.
- Have experience working in emergency conditions.
Languages:
Language: Fluency (level C) in English and French language.
