Result of ServiceFinal Evaluation report of the 2022-2026 Government- UN Cooperation Framework in Lao PDR โข The final evaluation report should incorporate feedback from the evaluation managers, evaluation reference groups, and the evaluation steering committee. The evaluation team is expected to document all responses to the feedback in a transparent matrix, which will be reviewed and tracked by the Evaluation Managers. โข After revising the draft evaluation report based on the feedback, the evaluation team should submit a final report that includes an executive summary, the main report, annexes, and a set of actionable recommendations. The report should also acknowledge any limitations encountered during the evaluation process and identify lessons learned for future evaluations and programming. โข In addition to the full report, a standalone PowerPoint presentation of the final evaluation report should be submitted to the evaluation manager as part of the deliverables. The final evaluation report will be made publicly available. Work LocationHome-Based with Site Travels Expected duration01.03-31.12.2025 Duties and Responsibilitiesโข The evaluation team leader will lead the entire evaluation process, working closely with all team members. โข He/she will conduct the evaluation process in a timely manner and communicate with the evaluation manager, the evaluation management team, i.e. LEAD members on a regular basis and highlight progress made/challenges encountered. โข The team leader will take overall responsibility for providing guidance and leadership, and in coordinating the draft and final report. He/she will be responsible for the production and timely submission of all expected deliverables in line with the ToR. Key responsibilities of the International Evaluation team leader include: โ Overall responsibility for the technical quality and relevance of the evaluation: This includes ensuring that the evaluation is well-designed, methodologically sound, and produces results that are useful to the UN Country Team and other stakeholders. โ Responsibility for the methodological aspects of the evaluation: This includes developing the evaluation products, designing the data collection instruments, and overseeing the data analysis. โ Responsibility for the organization and coordination of work: This includes developing the work plan, liaising with stakeholders, providing technical guidance to the National evaluation team member, and ensuring that the evaluation is completed on time and within budget. โ Overall consistency of the evaluation process: This includes ensuring that the evaluation is conducted in a fair, impartial, and transparent manner. โ Quality assurance. This includes ensuring that the evaluation meets the highest standards of quality and that the findings are reliable and credible. โ Internal consistency of the team. This includes ensuring that the Evaluation team works together effectively and that the findings are consistent with the evidence. โ Provision of all expected deliverables. This includes the final evaluation report, as well as any other products or outputs that are required. โ Evaluation findings: Ensuring that the evaluation findings are useful to inform the development of the next CF, supporting the dissemination of the evaluation reports. Qualifications/special skillsโข Advanced University Degree (masterโs or PhD) in political science, public administration, development studies, law, human rights or other relevant field โข Minimum 8 years of experience in designing and leading evaluations of UNCF/CF or UN agency Country Programme, or major bilateral donor Country Programmes, โข Extensive knowledge of, and experience in applying, qualitative and quantitative evaluation methods; and familiarity with UNEG Norms and Standards and Ethical Guidelines โข Strong experience and knowledge in the UN programming principles including leaving no one behind LNOB, human rights, gender equality and women's empowerment, sustainability and resilience, and accountability. โข Previous experience of working in Lao PDR is strongly preferred โข Expertise in at least one of the 5 UNCF outcome areas (social opportunities; economic opportunities; environment and climate change; human rights and gender; and urbanization) โข Demonstrated managerial competence and experience in organizing, leading and coordinating evaluation teams at the international level; โข Knowledge of UN role, UN reform process and UN programming at the country level, particularly UNCF; โข Lead the entire evaluation process, take overall responsibility for providing guidance and leadership, and is responsible for the production and timely submission of all expected deliverables in line with the ToR.
