As part of the Office of Ethics and PSEAH (OEP), the PSEAH Unit leads IOMโ€™s work to combat sexual exploitation and abuse and sexual harassment in coordination with offices and missions across IOM and counterparts throughout the UN, IASC, and humanitarian community.ย The PSEAH Unitโ€™s strategy focuses on strengthening leadership and organizational culture; institutional accountability and transparency; training and outreach; victim assistance; and partnership and coordination.ย

ย  Organizational Department / Unit to which the Consultant is contributing
ย  Under the direct supervision of theย Chief of Mission and technical support from the PSEAH Unit at the Regional and Global Office,ย the incumbent will hold the following responsibilities. Tasks to be performed under this contract ย  ย 

  1. Lead the development and implementation of a mission-level PSEAH action plan aligned with IOMโ€™s global PSEAH strategy and adapted to the emergency context.
  2. Provide technical guidance and capacity-building to IOM staff and implementing partners on SEAH prevention, safe programming, and response, including delivery of trainings and development of contextualized tools.
  3. Support integration of SEAH risk mitigation across operations, including project design, budgeting, procurement, recruitment, and monitoring, in coordination with Heads of Unit and programme teams.
  4. Coordinate and monitor referrals for victim/survivor assistance in line with the survivor-centered approach, and contribute to strengthening local referral pathways in collaboration with GBV/protection actors.
  5. Lead SEA risk assessments and support missions to develop and update mitigation strategies, especially in high-risk or newly accessible areas.
  6. Engage actively in inter-agency coordination mechanisms, such as the PSEA Network, GBV and CP Sub-clusters.
  7. Support the roll-out and localization of IOMโ€™s SEAH victim/survivor support package at mission level.
  8. Map and assess existent CFMs in IOM interventions zones and strengthen their accessibility and safety and/or set new PSEAH-sensitive CFMs when inexistent, based on community consultations results, with clear operational procedures.
  9. Document and report on progress, gaps, and lessons learned, contributing to institutional reporting and donor communications.
  10. Monitor the implementation and effectiveness of PSEAH-related activities and compliance across the mission, providing recommendations for improvement.
  11. Support awareness and outreach efforts with communities to ensure understanding of SEA and how to safely report allegations.
  12. Perform such other duties as may be assigned.ย  ย  Performance indicators for the evaluation of results ย 
    • Availability of a comprehensive, budgeted and risk informed PSEAH Action Plan
    • PSEAH training compliance rate above 95% for staff and partners
    • Availability of SEAH risk assessments for 100% IOM projects/programs, with risks mitigation plans implemented/monitored
    • Roll out of the Victim Assistance toolkit in the mission
    • Accessibility and safety of CFMs in IOM interventions zones
    • Development of a PSEAH communication strategy, including contextualized materials ย  Education
      • Masterโ€™s degree in Law, International Relations, Psychology, Social Sciences, Development Studies and Planning or a related field from an accredited academic institution with five years of relevant professional experience; or,
      • University degree in the above fields with seven years of relevant professional experience. Experience
        • Professional experience in the fields of sexual exploitation and abuse, protection, child protection, gender-based violence, accountability to affected populations (AAP), gender mainstreaming and/or humanitarian affairs;
        • Strong coordination experience within the UN system and amongst interagency partners, and/or governments, NGOs, and communities;ย 
        • Experience in developing and facilitating PSEA trainings, in particular capacity-building, and communication materials to promote behavior change;ย 
        • Experience undertaking SEAH risk assessments, in coordination with communities, partners, and UN and other key stakeholders;ย 
        • Demonstrated ability to work across a wide variety of sectors/teams on cross-cutting themes;
        • Good written and oral communication skills, effective in representation and liaison with external partners;ย 
        • Experience in policy and proposal development and the creation of standard operating procedures and tools; and,
        • Ability to work independently and within diverse teams; ability to prioritize work under pressure, coordinate multiple tasks, maintain attention to detail, and coordinate with a variety of stakeholders.ย  Skills
          • Knowledge of the UN and IASC systems and architecture;
          • In-depth knowledge of mainstreaming PSEAH, best practices and partnership models to ensure coordination of the same across a diverse range of actors; and,
          • Ability to work with and maintain strict confidentiality, when necessary. Languages
            • For all applicants, fluency in French is requiredย (oral and written).
            • Working knowledge of English is an advantage IOMโ€™s official languages are English, French and Spanish. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments. ย  Travel required
