The following is a brief description of the role.

2. Generic responsibilities

Ensuring delivery of the INGO Forumโ€™s strategic objectives, annual work plan, and accountability to members, partners and the donors. Further develop and improve the forum to respond to needs of members, including through delivery of pragmatic products as per the INGO Forum strategy and work plan Leads the coordination between members on a day-to-day basis, related to specific thematic areas, as well as convene and provide reporting to steering committee meetings. Represent Forum with in-country donors, Government Ministries, NGOs, build relationships and actively participate in the coordination of the response. Develop a funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities. Develop project proposals in collaboration with relevant forum member staff and coordinate input for reporting to donors. Accountable for compliance in relation to grant management and project cycle management processes. Responsible for quality control of donor applications and reports, for content and timeliness. Ensure that all grant files are up to date and that copies are kept in the field and sent to HQ in a timely manner. Recruiting, hiring, and managing forum-specific staff, consultants, and sub-contractors as needed to carry out activities. Line Management responsibility for staff as per summary table and others as necessary.ย

Representation and Leadership Represent (as mandated by the Steering Committee) the Forum at key meetings with the Diplomatic community, Donors, UN, government, NGO and INGO coordination platforms in-country, and globally with ICVA, InterAction and other external stakeholders. Ensure consultation with and feedback to Members. Ensure representation of INGOs in high-level multi-stakeholder bodies including HCT, donor meetings, government Sector Working Groups, and other leadership bodies. Ensure consultation with and feedback toย  ย  ย  ย members. Ensure that all relevant parties are kept informed of INGO Forum activities as appropriate and, where appropriate, inform the Steering Committee and Members about strategic trends and developments that are of relevance to the Forum Members and their engagement with external stakeholders. Provide advisory services reflecting INGO perspectives to organisations, diplomatic and UN missions, agencies, academic institutions and others both inside and outside Venezuela. Oversee external communication for the INGO Forum: common positioning, dissemination of information/statements. Represent INGO Forum in the Forumโ€™s donor relations with support of Steering Committee and/or INGO elected representatives if required. Strategic Planning, Policy and Advocacy Advise and provide recommendations on INGO Forum strategy, policy and advocacy. Oversee implementation of the INGO Forum Strategy and lead on revision process. Engage on different key policy issues raised by the Government, donors, Civil Society and the UN. Support joint advocacy initiatives and efforts. Oversee the revision and implementation of INGO Forum Advocacy Strategy 2019 -2021ย  Ensure active engagement of INGO Forum in advocacy activities that are coordinated with UN and donor strategies and policies. Pro-actively contribute to strategic discussions and operational issues with regards to humanitarian/development space in Myanmar. Reduce duplication of efforts within the aid community and enhance linkages and structured interaction with relevant coordination fora (incl. Humanitarian Country Team, Advocacy Working Group, Access working group and any other relevant Sector Working Groups). Oversee or commission background research, policy analysis, and consultation to draft common INGO messages and talking points, position and policy papers, and other advocacy documents. Oversee the annual INGO Forum membership survey and findings report. Organizational and Coordination of Meetings Organise and ensure the facilitation and documentation of regular INGO Forum meetings. Oversee the organization of ad-hoc INGO Forum meetings and thematic meetings, working groups, ad hoc meetings with NGOs, donors, UN, ensure their strategic value Organize and ensure the facilitation of the Steering Committee meetings. Report to and inform the Steering Committee about his/her activities, outcomes, finances and HR, etc. on quarterly basis. Participate as appropriate in coordination meetings (or delegate participation) if requested by other stakeholders, such as UN, Government, and donors, and feedback information to the Membership. Secretariat Managment HR Management of Secretariat staff: Identify staffing needs. Recruitment: Develop TORs, short-listing, and interviewing (with support of Steering Committee or Forum members for any Senior or International staff). Team management: Provide leadership and direction for Secretariat, and management and coaching of staff.ย  Supervision: Work with staff to produce and shape work plans, personal development plans, performance appraisals and identify capacity building needs.

4. What We Are Looking For

Minimum 4 yearsโ€™ senior project/ management within the humanitarian or development contest Required experience working in coordination, within other forums or consortia, partnerships or equivalent structures. Demonstrable specific expertise in monitoring and evaluation, ideally in third party monitoring. Experience of working with institutional donors. Experience in organizational representation at national or international levels. Experience working in complex and volatile contexts. Documented results related to the positionโ€™s responsibilities. Knowledge about own leadership skills/profile. Excellent Spanish is required Fluency in English, both written and verbal is required. Valid driverโ€™s license is preferred.

5. What We Offer

Type of contract:ย 1 year, fixed term, renewable. Salary/benefits: According to NRC salary scale, terms and conditions. Duty station:ย  Caracas, Venezuela. Travel: 15 %.
