Setting and ReportingThe position is located in the Office of the High Commissioner for Human Rights, Programme Support and Management Services, Information Management and Technology Section (OHCHR/PSMS/IMTS). The incumbent has dual reporting lines to supervisors both at IMTS and the Strategic Planning, Evaluation and Change Service (SPECS). The incumbent reports to the Head of the Enterprise Solutions Unit and the Integrated Planning, Monitoring and Reporting (IPMR) Project Manager in SPECS. The incumbent will work closely with the Innovation and Analytics Hub and Finance and Budget section of PSMS. ResponsibilitiesWithin limits of delegated authority and depending on location, the Information Systems Officer may be responsible for the following duties: (These duties are generic, and may not be performed by all Information Systems Officers.) โข Manages projects involving systems analysis, design, development and implementation of new features and enhancements to further streamline the Programme Management System (PMS) in OHCHR, and/or, participates as a member of a development team with responsibility for major components of the more complex systems. โข Develops data visualization solutions including interactive dashboards for OHCHRโs IMPR implementation project integrating IMPR and PMS data sources. โข Develops detailed system and other functional specifications and user documentation for major systems. โข Provides specialized advice to users, analyzing usersโ requirements and translating these into new applications; determines application systems integration and linkage issues. โข Maintains, upgrades or enhances existing user systems; troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc. โข Develops and maintains computer programs that require integration of many interrelated systems and program elements; ensures appropriate data security and access controls considering both local and wide area issues. โข Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing. โข Develops training materials, operating and user manuals; trains staff in assigned systems. โข Develops disaster recovery plans and ensures appropriate planning and training of those responsible. โข Researches, analyzes and evaluates new technologies and makes recommendations for their deployment. โข Participates in writing reports and papers on systems-related topics, system requirements, information strategy, etc. โข Facilitates communications between OHCHR and its clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OHCHR, for either specific IT services or general technology support, including any charge back mechanisms. โข Handles all aspects of contract administration including establishment of service level agreements with vendors and chargeback policy for users. โข Provides guidance to, and may supervise, new/junior staff, consultants, etc. Competenciesโข Professionalism: Knowledge of information technology/information management, particularly in systems analysis, database design and programming. Experience in using ASP.NET/ASP.NET Core MVC and Entity Framework is required. Experience in front-end languages such as HTML, CSS, JavaScript, jQuery and Microsoft Razor/ Blazor is desirable. Experience in applying agile software development methods, issue tracking and version control is desirable. Experience in data visualization and business intelligence tools, such as Power BI, Microsoft Fabric, or open-source alternatives interactive dashboards is desirable. Experience in integrating data from multiple sources (e.g., different databases and legacy systems,) is desirable.
