Org. Setting and ReportingThe Independent Investigative Mechanism for Myanmar (\"Mechanism\") was established by the Human Rights Council in its resolution 39/2, adopted on 27 September 2018, to investigate serious international crimes (i.e., crimes against humanity, war crimes and genocide) and other violations of international law. The creation of the Mechanism was welcomed by the General Assembly in its resolution 73/264, adopted on 22 December 2018. This position is located in the Information Systems and Management Section (ISMS), based in Geneva, Switzerland. The incumbent reports to the Chief of Information Systems Management Section (ISMS). ResponsibilitiesUnder the direct supervision of the Chief of Information Systems Management Section, the incumbent will perform the following functions: -Assesses the suitability of various datasets, including video and imagery, for computational interventions; -Develops and deploys computational interventions for analysis of large quantities of data, including video and imagery; -Evaluates technologies, tools, and methodologies for their potential utility in the Mechanism' s work; -Establishes and documents workflows and methodologies; -Implements the computer vision system; -Conducts technical research, including tests and experiments if necessary, regarding specific computer vision and artificial intelligence technologies, and documents the findings; -Provides the Mechanism with the ability to analyse, deduplicate and interpret its video and image data sets through the use of AI and computer vision technologies and methodologies -Establishes strategic/situational framework in collaboration with investigator/ analytic teams; -Supports the Chief ISMS and other teams to gauge progress and address issues in order to align with overall ISMS/mechanism strategy; -Undertakes other duties as required. EducationAdvanced university degree (Master's degree or equivalent degree) in Computer Science, Computer Vision, AI, Mathematics, Physics, Statistics, or a related technical field is required. A first level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Microsoft Azure AI/ Machine Learning, and/or Certification in Amazon AWS AI/Machine Learning, is desirable. Certification in project management is desirable. Work ExperienceA minimum of five years of progressively responsible work experience in computer vision or related area is required. Experience implementing and leveraging computer vision-related machine learning technologies (e.g. TensorFlow, PyTorch, CUDA, OpenCV/OpenCL) for an accountability mechanism is desirable. Experience architecting and deploying computer vision solutions in Microsoft Azure or Amazon AWS environments is desirable. Experience using software to analyze large sets of images and/or videos is desirable. Experience in object detection, recognition and segmentation is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
