The services required under this ToR are part of the joint clearing-house mechanism for information exchange for the Basel, Rotterdam and Stockholm conventions. The conferences of the parties of the three conventions pursuant to decisions BC-16/23, RC-11/10 and SC-11/22 on clearing-house mechanism, requested the BRS Secretariat to implement the activities of the workplan for the biennium 2024-2025, including enhancements of the chemical profiles (paragraph 29 in sub-activity number 2 on maintenance of BRS Secretariat websites), and the further development of the regional centres portal (paragraph 31 in sub-activity number 2 on maintenance of BRS Secretariat websites). REPORTING AND COMMUNICATION The Information exchange specialist will collaborate closely with the joint clearing-house mechanism team. He/she will be reporting to the Information System Officer. DUTIES AND RESPONSIBILITIES Output 1: Further enhance the regional centres portal interoperability tools and promote use of it by regional centres (estimated duration: one month). - Output 1.a (estimated duration: 3 weeks): Develop a WordPress plugin to facilitate cataloguing and automatic exchange of information between the clearing-house mechanism and regional centres websites based on the WordPress content management system. More specifically, the plugin shall accommodate the needs of the regional centre in Barcelona. - Output 1.b (estimated duration: 1 week): Reach out to Regional Centres directors, knowledge management and IT teams to promote the use of the clearing-house interoperability tools. Priority shall be given to the WordPress plugin for the 9 centres using WordPress. Assistance to install, and use, the plugin shall be provided to selected regional centres. Information exchanged through the plugin shall be monitored to provide feedback and better assistance to regional centres. Guidance materials such as video tutorials or technical documentation should be produced, as necessary. Output 2: Add new modules to the chemical profiles application (estimated duration: five months). - Output 2.a (estimated duration: 1 month): enhance and adjust the chemical profiles application to match the new graphic design of the BRS websites, including translation of user interface elements for to enable display of the application on the Rotterdam website. - Output 2.b (estimated duration: 1 month): add and configure the chemical profiles application by identifying, extracting, packaging and cataloguing information on Declorane plus and Methoxychlor that were listed under the Stockholm Convention at COP.11. Particular attention will be given to documents used during the POPRC process such as the Risk profile and risk management evaluation documents. - Output 2.c (estimated duration: 1 month): add and configure the chemical profiles application by identifying, extracting, packaging and cataloguing information on UV-328 that was listed under the Stockholm Convention at COP.11, and PFHxS that was listed at COP.10. Information on PFOS that was previously captured on the chemical profiles application should also be completed. Particular attention will be given to documents used during the POPRC process such as the Risk profile and risk management evaluation documents. - Output 2.d (estimated duration: 1 month): add and configure the chemical profiles application by identifying, extracting, packaging and cataloguing information on PFOA that was listed under the Stockholm Convention at COP.9 and under the Rotterdam Convention at COP.10. Information on Terbufos that was listed under the Rotterdam Convention at COP.11 shall also be included. Particular attention will be given to documents used during the POPRC and CRC processes such as the Risk profile, risk management evaluation and Decisions Guidance Documents. - Output 2.e (estimated duration: 1 month): add and configure the chemical profiles application by identifying, extracting, packaging and cataloguing information on Phorate and Acetochlor that were listed under the Rotterdam Convention at COP.9. Information on DecaBDE and Hexabromocyclododecane that was previously captured in the application should also be completed. Particular attention will be given to documents used during the CRC process such as the Decisions Guidance Documents. Qualifications/special skillsAn advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics or related field is required. A first level university degree in combination with two additional years of relevant professional experience may be accepted in lieu of the advanced university degree. A minimum of 5 years of progressively responsible working experience in the field of computer programming, database design and data analysis from complex databases is required. Proven experience in system's analysis and design, computer programming, including advanced programming skills in MS VB or C# for .NET platform, using MS SQL Server databases, and OData restful web services is required. Experience in the development and configuration of web applications using JQuery, Kendo UI, websites content management systems such as DotNetNuke, and good understanding of latest web technologies such as HTML 5 and CSS.3 is also required. Experience in identifying, extracting, re-packaging and cataloguing information using taxonomies is desirable. Experience in working with international organizations dealing with environmental issues is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
