Work LocationHome-based Expected duration9.04-28.09.2025 Duties and ResponsibilitiesThe Civil Society Unit of UNODC, through the Cybercrime Stakeholder Engagement Initiative, is facilitating the participation of Non-governmental Organizations (NGOs), academia, and private sector in the Ad Hoc Committee to Elaborate a Comprehensive International Convention on Countering the Use of Information and Communications Technologies for Criminal Purposes (โ€œAHCโ€) and other related processes. So far, the initiative has created opportunities for regional networking and advocacy for relevant stakeholders to the AHC, fostering clarity and meaningfulness of their engagement in the AHC negotiations. This has been done through side events organized in the margins of the AHC sessions, and an Exchange between Member States and stakeholders, as well as facilitating initiatives aimed at strengthening cooperation between competent national authorities, non-governmental organizations, civil society organizations (CSOs), academic institutions, and the private sector at the regional level. In particular, the initiative elaborates on the well-established regional stakeholder engagement networks in the Americas, Africa, Asia and Europe, enhanced by the establishment of Regional Focal Points, to coordinate technical inputs and expertise and further the dialogue on possible public-private partnerships (PPP) in the context of the AHC and other related process. The initiative benefits from strong multi-stakeholder partnerships from well-established International NGOs, big tech companies, private sector and regional cybersecurity experts. As part of this initiative, UNODC Civil Society Unit (CSU) in close coordination with the Global Programme on Cybercrime, is looking to strengthen the analysis and the constructive capacity of PPP related to countering cybercrime by assessing the needs, strengths, and opportunities of public-private partnerships at national level. In this context, the project will support a Needs Assessment in select countries and among them is the Dominican Republic. The purpose of this assignment is to engage a contractor who will be responsible for the logistical and substantive arrangements necessary to develop and implement activities aimed at enhancing the capacity of law enforcement, criminal justice authorities, civil society, and key stakeholders to prevent and respond to the non-consensual sharing of intimate images (NCSII). Under the supervision of the CSU Programme Officer, and in close collaboration with substantive officers of the Global Programme on Cybercrime and relevant Regional Offices and members of the Cybercrime Stakeholder Engagement Initiative, the contractor will: โ€ข Support the coordination, of specialized training for law enforcement and civil society organizations on violence against women and cybercrime. โ€ข Support the development of a communication strategy on national criminal justice responses, identifying gaps and best practices for investigation, prosecution, and victim protection. โ€ข Support the design and coordination of training sessions for civil society organizations (CSOs). โ€ข Assist in mapping existing public-private partnership (PPP) initiatives addressing cybercrime and draw lessons from best practices, challenges, and opportunities for implementation. โ€ข Assist in researching specific issues related to NCSII, including legal frameworks, policy gaps, and technical prevention tools. โ€ข Support the development and implementation of a nationwide online awareness campaign tailored to the country context. โ€ข Act as a convenor in identifying and engaging key stakeholders for a national-level PPP initiative to improve prevention, reporting, and content removal mechanisms. โ€ข Assist in providing inputs for concrete PPP project proposals, ensuring alignment with national priorities and effective response strategies. Qualifications/special skillsโ€ข High School Diploma or equivalent is required. โ€ข A minimum of two years of relevant professional experience working in civil society, government, or academia related to cybercrime, cybersecurity policy, or public-private partnerships is required. โ€ข Proven experience of drafting papers for publication to a high quality on cybercrime issues is desirable. โ€ข In-depth understanding of the dynamics of cybercrime, including emerging threats, trends, and challenges faced by both public and private sectors in the region and natonal context is desirable. โ€ข Familiarity with regional legal frameworks, regulations, and international agreements pertaining to cybercrime and cybersecurity is desirable. โ€ข Proficiency in data analysis and research methodologies relevant to cybersecurity studies, including qualitative and quantitative research techniques is desirable. โ€ข Professionalism, excellent interpersonal and communication skills, and capacity to engage with a variety of stakeholders towards common objectives are desirable. Languagesโ€ข English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required.
