Result of ServiceThe ultimate result of service for the individual contractor is the successful implementation of sustainable urban solutions in Uganda, enhancing land tenure security, mobility, climate adaptation, and resilience. Through project execution, policy development, stakeholder engagement, and resource mobilization, the contractor will contribute to making cities more inclusive, sustainable, and livable while strengthening collaboration with government, civil society, and donors. Work LocationKampala Expected duration6 months Duties and ResponsibilitiesBACKGROUND The United Nations Human Settlements Programme, UN-Habitat, is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-HABITAT helps the urban poor by transforming cities into safer, healthier, greener places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. Uganda is undergoing rapid urbanization, with an annual urban growth rate of 4.5%, and the urban population is expected to nearly double by 2030. However, this growth presents significant challenges, including unplanned urban expansion, inadequate infrastructure, climate change impacts, and a high youth unemployment rate of 78%. Urban areas, particularly Kampala, contribute significantly to Ugandaโ€™s economy, yet they face increasing pressure from migration, environmental concerns, and service delivery gaps. The Government of Uganda, in collaboration with UN-Habitat, is working towards sustainable urban development by promoting inclusive economic growth, improving land tenure security, strengthening urban resilience, and enhancing mobility. Key initiatives focus on climate adaptation, slum upgrading, land governance, and sustainable transportation solutions to support equitable and livable cities. To achieve these goals, we are seeking a dynamic and dedicated professional to join our team and contribute to the development and implementation of sustainable urban solutions in Uganda. This position is located within the Regional Office for Africa under the Uganda Country Programme. The Project Officer (International Individual Contractor) will be under the direct supervision of the Senior Human Settlements Officer/Head of Country Office and collaborate closely with other project managers. Responsibilities: Within delegated authority, the Individual Contractor will be responsible for the following duties: โ€ข Develop, implement, and evaluate assigned programmes/projects. Monitor progress, analyze implementation challenges, and propose corrective actions. Ensure timely follow-up with relevant stakeholders. โ€ข Conduct consulting assignments in collaboration with clients, facilitate workshops, lead interactive sessions, and support the development of actionable change management strategies. โ€ข Gather, analyze, and present information from diverse sources. Support policy development through issue analysis, trend evaluation, and preparation of research studies and evaluations. โ€ข Design and implement survey initiatives, develop data collection tools, analyze responses, and identify key findings to support decision-making. โ€ข Prepare high-quality written outputs, including background papers, analytical reports, and contributions to publications. โ€ข Provide substantive support to consultative meetings, conferences, and workshops by preparing agendas, identifying participants, and coordinating documents and presentations. โ€ข Lead outreach activities, conduct training sessions, facilitate seminars, and deliver presentations on relevant topics. โ€ข Lead and participate in complex field missions, providing guidance to external consultants, government officials, and other stakeholders while preparing mission reports and summaries. โ€ข Coordinate budget-related activities, including programme/project funding proposals, financial reporting, and preparation of key budget-related documents. โ€ข Support in the resource mobilization efforts by identifying funding opportunities and developing project proposals, Qualifications/special skillsAdvanced university degree (Masterโ€™s degree or equivalent) in architecture, civil engineering, urban and regional planning, economics or physical sciences relevant to development and management of human settlements or a related field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. A minimum of five years of progressively responsible experience in human settlements, project or programme management or related field is required. Experience working in or familiarity with the regional context, including urban development challenges in East Africa, is an added advantage Proven experience in human settlements development fields, projects/programme design and implementation with the UN or other international agencies is desirable.
