Role and responsibilitiesThe Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights and access to services. All ICLA Technical Officers will contribute to development of skills and capacities of ICLA and local legal aid providers, legal monitoring, research, analysis and development of the community paralegal network.ย ย

Ensure compliance with NRC policies, guidelines, standards and donor requirementsย Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standardsย Implement legal activities according to established plan of actionย Promote and share ideas for technical improvement and further program developmentย ย Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assistย Contribute to the identification of legal protection needs to inform programming and advocacyยย ย ย ย ย ย Specific responsibilitiesย
Conduct outreach activities to identify key locations for legal aid deliveryย ย Organize and conduct individual / group information sessionsย ย Provide individual and tailored legal counsellingย ย Provide legal assistance and representation for selected cases, according to ICLA criteriaย Ensure effective and appropriate legal case management and quality of legal aid provisionย ย Provide services in person or through remote modalitiesย ย Facilitate knowledge management within ICLA West team and learning activities related to ICLA expertise for external stakeholders of NRC intervention;ย Design, organize and facilitate training sessions, webinars and other learning activities, reporting on the delivered events;ย Conduct housing, land and property due diligence activities in close coordination with the NRC Shelter programmeย Ensure safe identification and referral of persons in need of a specific serviceย ย Develop informational, educational and training materials on legal protection issuesย Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends and propose adaptation of the responseย Conduct legal research and analysis and prepare presentations of legal protection issuesย Provide inputs to legal and advocacy documents (i.e briefing notes, case studies)ย Contribute to the development of tools and proceduresย ย Contribute to strengthening of local capacities of partners and key stakeholdersย Coordinate activities with other NRC programmesย ย Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provisionย Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms, lists of the participants and other tools) according to NRC internal proceduresย ย Assist with administrative/logistics/finance tasks whenever requiredย Supervising activities of the West Community-Based Paralegal Networkย Prepare weekly and monthly plans and reports, upon agreement with line managerย Perform any other tasks as requested by ICLA Project Coordinator /Project Managerยย

Bachelorโs degree in Lawย Minimum 2 years of relevant work experience ย Experience working in similar roles in humanitarian/recovery contextย Previous experience from working in complex and volatile contextsย Documented results related to the positionโs responsibilitiesย Fluency in Ukrainian, and Russian, both written and verbal.ย ย Fluency in English, both written and verbal, allowing you to draft reports and other documents in English would be considered as an advantage.ย ย Presence of the valid bar (attorney) certificate would be considered as an advantageยย
Context related skills, knowledge and experience (shall be adapted to the specific position):ย ย
Good knowledge of the context in Ukraine. Knowledge of the context in West UKraine would be considered as an asset.ย ย Experience of providing information, counselling and legal assistance / representation services ย Experience of community sensitization and handling complicate personalitiesย Experience in design and delivery of the round tables, training sessions and other events and training materialsย Experience of working in the field with displaced and/or vulnerable groups and communitiesย Knowledge of the software programs (MS Word, Excel, PowerPoint)ยย
