The Information, Counselling and Legal Assistance (ICLA) Technical Officer will be responsible for the day-to-day implementation of ICLA activities, community outreach and provision of legal services on legal identity, internally displaced persons registration, housing, land and property rights in particular with regards to Real Estate, Construction, Rent Agreements, Due Diligence, Housing Compensations and Land Law - and to ensure synergies with other NRC Core Competencies and access to services. The ICLA Technical Officer will also conduct capacity building activities at internal and external level, and conduct legal monitoring, research, analysis and reporting.

Generic responsibilities

1. Ensure compliance with NRC policies, guidelines, standards and donor requirements
2. Ensure adherence to ICLA strategy, tools, handbooks, guidelines and standards
3. Implement legal activities according to established plan of action
4. Promote and share ideas for technical improvement and further program development
5. Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
6. Contribute to the identification of legal protection needs to inform programming and advocacy

Specific responsibilities

โ€ข Conduct outreach activities to identify key locations for legal aid delivery
โ€ข Organize and conduct individual / group information sessions
โ€ข Provide individual and tailored legal counselling
โ€ข Provide legal assistance and representation for selected cases, according to ICLA criteria
โ€ข Ensure effective and appropriate legal case management and quality of legal aid provision
โ€ข Provide services in person or through remote modalities
โ€ข Conduct housing, land and property due diligence activities in close coordination with the NRC Shelter programme
โ€ข Ensure safe identification and referral of persons in need of a specific service
โ€ข Develop informational, educational and training materials on legal protection issues
โ€ข Prepare, organize and facilitate capacity building activities

โ€ข Participate in needs assessments and feasibility studies, conduct analysis of legal protection trends and propose adaptation of the response
โ€ข Conduct legal research and analysis
โ€ข Provide inputs to legal and advocacy documents (i.e briefing notes, case studies)
โ€ข Contribute to the development of tools and procedures
โ€ข Contribute to strengthening of local capacities of partners and key stakeholders
โ€ข Coordinate activities with other NRC programmes
โ€ข Coordinate activities with local authorities, NGOs, UN Agencies and other actors regarding legal aid provision
โ€ข Conduct data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures โ€ข Assist with administrative/logistics/finance tasks whenever required โ€ข Prepare weekly and monthly plans and reports, upon agreement with line manager
โ€ข Perform any other tasks as requested by ICLA Project Coordinator /Project Manager

Generic professional competencies for this position:

Context related skills, knowledge and experience (shall be adapted to the specific position):

โ€ข Experience of providing information, counselling and legal assistance / representation services
โ€ข Experience of community sensitization
โ€ข Experience in real estate, construction and land law (real estate acquisition, maintenance, use and transfer, drafting and negotiating sale-purchase/transfer/leasing agreements, real estate development, rent agreements, due diligence, destroyed/damaged housing compensations)
โ€ข Experience of working in the field with displaced and/or vulnerable groups and communities
โ€ข Knowledge of the software programs (MS Word, Excel, PowerPoint)
