ย Backgroundย ย 

As a part of its assistance in Libya, NRC provides information, counselling and legal assistance (ICLA) services to empower beneficiaries and support them to claim and exercise their rights.ย 

Role and responsibilitiesย 

The ICLA Team Leader will be responsible for the implementation of ICLA projects in the Area Office, ensuring the supervision and coordination of ICLA staff in day to day activities, the regular reporting to ICLA Project Manager, the representation of NRC ICLA Programme and liaison with relevant authorities and other stakeholders in the area.ย 

Generic Responsibilities:ย 

Line management of project staff at Area levelย  Day to day follow-up on progress in projectsโ€™ implementationย  Ensure compliance with NRC policies, Core Competency tools, handbooks and guidelines and ensure proper filing of all relevant project documentsย  Ensure that projects target beneficiaries most in need, and explore new and better ways to assistย  Promote and share ideas for technical improvementย  Prepare periodic progress reports and other reports as per needย  Ensure capacity building of project staff and transfer of key skills together with the Project Manager and the Core Competency Specialistย  Liaise and coordinate with relevant local authorities and stakeholdersย  Compliance and adherence to NRC policies, guidance and proceduresย  Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRCย 

ย Specific Responsibilities:ย 

Line Management. Responsible for the direct line management ofย ICLA officers and assistants project staff. Strategy Development. Support the ICLA Coordinator, ICLA Project manager in developing and/or revising the Core Competency Strategies for ICLA by providing Area-level analysis and recommendations for needs and response options. Technical Support.ย Oversee project activities to ensure that works are done according to technical standards and best practicesย through conducting regular field visits and providing guidance to field teams.ย  Assessments.ย In collaboration with the ICLA coordinator and ICLA Project manager, overseeing all assessments undertaken by the project team.ย  Project implementationย  Designs the team's information and counselling activities, sets work plans in line with targets and oversees the quality of provided services, Supervises the implementation of ICLA programme guidelines and procedures in line with the ICLA strategy, Ensure compliance by the ICLA staff on ICLA policies, and implementation of ICLA case management and M&E tools, Builds the capacity of team members and provides ongoing case work support, including through the development of dedicated work tools and IEC materials, Coordinates the team's activities internally within NRC and externally with local communities, stakeholders and partners, Oversees the team's referral activities, Monitor the general context through regular field access and coordination to identify issues affecting IDPs, hosts and inter-community relations, Produces periodic quantitative and qualitative reports on operational issues and field trends and to report on the progress of the project, Monitor relevance of ICLA services and actively coordinate with peer ICLA staff members across areas of operation and legal coordinators to reflect any changes to tools and content of services, Contribute to the identification of possible collaboration opportunities with other actors (humanitarian, private sector, academia), representing NRC in relevant forums and leading promotion initiatives linked to the ICLA project, Ensure comprehensive documentation of all activities conducted, Oversight regular post service monitoring exercises for ICLA services, Any other task relevant to the position as requested by the line manager. Accountability. Responsibility for ensuring adequate accountability for ICLA technical documentation, including Bill of quantities, SoWs, monitoring reportsโ€ฆ, as per NRC policies and the requirements of management for ICLA or related activities. Protection Mainstreaming. Responsible for supporting protection mainstreaming in all ICLA related activities throughout the project-cycle. This includes โ€“ but is not limited to โ€“ ensuring safety and dignity of beneficiaries, understanding their diverse needs, enabling meaningful access to NRCโ€™s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines. Project M&E. As delegated by line-manager, responsible for accurate and high-quality Monitoring and Evaluation of NRC ICLA related activities, including information management and archiving. This will include - but is not limited to โ€“ the successful implementation of construction/process, output and outcome monitoring conducted by NRC, implementing partners and/or third parties. M&E activities will be conducted in accordance with the Libya M&E Strategy, tools and guidelines.ย  Reporting. As delegated by line manager, responsible for accurate and high-quality contributions to the reporting of NRC ICLA Area-level achievements through all relevant reporting mechanisms. This includes, but is not limited to, internal reporting mechanisms (e.g. NRC GOORS), donor reports and inter-agency reporting of achievements (E.g. 4Ws). Collaboration. The position-holder is responsible for maintaining a collaborative working environment with other team members, both within the ICLA project team, within other Core Competencies and with the Support Team.ย
