What we are looking for:

An experienced ICLA Specialistย to support the design, development, and implementation of the ICLA programme in the areas of operation of the Palestine Country Office. As ICLA Specialist you will be responsible for technical support of ICLA programme providing strategic direction and ensuring quality assurance. You will also be responsible for mentoring, training, and capacity building of staff on ICLA technical capacity, as well as support ICLA through the development of tools that can be used to implement ICLA projects.ย 

What you will do:

  • Ensure that the NRC ICLA programme evolves to remain relevant to the changing legal context and conflict dynamics.ย 
  • Ensure that the ICLA programme addresses both programmatic and relevant policy issues and continue strengthening synergies with the Advocacy and Communications Unit.
  • Identify synergies between ICLA and other NRC Core Competencies to ensure integrated responses is promoted, where relevant and feasible.
  • Responsible for ICLA specific contextual analysis including of protection risks and needs as input to Country Strategy including Contingency Plan; ICLA specific input and participation in needs assessments and planning response to new emergencies.
  • Support and facilitate ICLAโ€™s role in NRC led coordination mechanisms (e.g. West Bank Protection Consortium, Gaza Protection Consortium, Protection Cluster, Legal Taskforce)
  • Lead innovation in ICLA (e.g. digitalization, new thematic or geographic areas, new activities, etc.) by identifying trends and opportunities, presenting ideas and approaches and ensure that new approaches are conceptualized and tested based on practice.
  • Ensure project compliance control within CC (i.e. quality, timeliness, use of resources, donor commitments) and provide input to management response when deviations are identified.ย 
  • Ensure ICLA programme targets the most vulnerable segments of the targeted population in Palestine, having regard to age, gender and diversity inclusion.
  • Lead the development and implementation of the ICLA partnership strategy that contributes to programme sustainability and high-quality programs, including mapping, strategic engagements, roadmaps, and learning.ย 
  • Develop capacity development/institutional strengthening strategies for NRC partners, legal aid practitioners and others through formal and informal training, mentoring, and coaching and workshop facilitation.
  • Undertake and document quality control and follow up and ensure beneficiariesโ€™ satisfaction, with a focus on output, outcome and impact monitoring and evaluation, through harmonisation and strengthening of MEL tools and methodologies across the ICLA project teams.
  • Responsible for technical innovative development and programme quality, holistic programming with other CCs and ensuring harmonization and consistency across ICLA projects in line with NRC Response Policy and guidelines.
  • Ensure that key learnings are extracted from ICLA implementation, share best practices and incorporate them in ICLA and staff development processes.
  • Line-manage the ICLA Research Coordinator and Legal Taskforce Coordinator, ensuring supervision of workload and performance management.
  • Provide ICLA specific support and input to the recruitment process for ICLA project staff. ย 
  • Contribute to implementation of Safe and Inclusive Programming Minimum Standards across your area of work.ย 
  • Contribute to global and regional tools, guidance and policy and research studies on relevant thematic topics, including ensuring a constructive exchange with other NRC ICLA programmes and the MERO ICLA Adviser.
