The purpose of the ICLA PDM position is to design, develop, and oversee implementation of programmatic and technical aspects of NRCโ€™s ICLA portfolio, as determined as part of the 2024 strategy review process. In close collaboration with the Head of Programme, the NRC ICLA project staff, and local implementing partners, the role will work to further enhance the quality of current ICLA projects and identify opportunities for further programmatic interventions.ย The PDM will provide quality assurance for all projects, ensure smooth and compliant implementation, and foster the capacity of staff through mentoring and training, as well as identifying additional funding opportunities to further grow the programme.

Lead the implementation of the 2023-26 NRC Moldova ICLA programme strategy (including plan of actions) to ensure the response in addressing the protracted needs of refugees while in displacement aligned where relevant with national action plans and strategies. Develop and lead on conducting needs assessments (in collaboration with CC leads and MEL teams) to identify ICLA-related needs and capacities in country and ensure synergies and multi-sectoral responses. Foster exchange of technical and strategic guidance between local partners, ICLA Programme staff, and other relevant CC staff to support quality project implementation. Ensure ICLA programme quality throughout project cycle management (PCM) (including beneficiary participation, mainstreaming of cross-cutting issues such as gender, protection, disability, environment, value for money, etc). Play a leading role in the Protection Working Group, Protection Advisory Group, country level or regional coordination, and technical forums relevant ICLA, and identify contextual trends relevant to programming and future opportunities Responsible for mainstreaming Safe and Inclusive Programming (SIP) in ICLA program design and implementation, and contribute to the successful implementation of the NRC Moldova SIP Action Plan Oversee the implementation of Kobli, the ICLA digital platform pilot and its further development and rollout Ensure appropriate follow-up of ICLA cross-border responses in collaboration with CEE Regional Office Perform other relevant tasks as requested by and in discussion with the Head of Programme Based on evidence, promote integrated programming initiatives (with other core competencies) through systematic planning and cooperation in line with the NRC Programme Policy, with an objective of supporting contributions to self-reliance and durable solutions.ย  Identify innovative strategic partnerships with local actors including civil society and relevant authorities, to address the specific needs of people affected by displacement and promote the development and inclusion of diverse partnerships with local actors to support advocacy, implementation and programming relevant to the ICLA Core Competency. Contribute to a culture of learning from programme implementation, sharing of best practice and capacity building, byย ensuring that key learnings are extracted from ICLA CC implementation, and incorporate them in CC and staff development processes

What you will bring:

Minimum 6 years of experience within technical expertise area in a humanitarian/ recovery context Experience from working in complex and volatile contexts Budget management experience Experience working with local partners and actors ICLA Core competency expertiseโ€”in human rights and access to justice programming.ย  Experience working in coordination and liaising with external agencies. Documented results related to the positionโ€™s responsibilities Knowledge about own leadership skills/profileย  Fluency in English, both written and verbal
