- Implementation of NRCโs Information, Counselling, and Legal Assistance (ICLA) program policy at office level
- Ensure that ICLA is an integral part of program activities
- Train and advise staff and partners on ICLA
- Produce data collection, reports and analysis as required
- Provide, in consultation with field teams, recommendations on ICLA actions and response mechanisms
- Represent NRC in Protection and Shelter, and CCCM Cluster meetings and cooperate with relevant partners
- Be up-to-date on local and national news and provide briefings to NRC staff on relevant information
- Be alert to the security implications of NRCโs activities relating to Protection and Human Rights concerns
Specific responsibilitiesย
- Ensure that ICLA Housing Land and Property (HLP) Project activities are initiated and implemented in accordance with approved proposals, donor requirements, NRC policies, international standards and local customs.
- Conduct and lead ICLA/HLP activities, providing advice and information to a variety of parties on the processes involved, coordinate awareness and information sessions and overseeing local authoritiesโ capacity building programmes.
- Conduct information and counseling sessions on legal identity, HLP, and other ICLA thematic areas for beneficiaries.
- Collate information on government and NGO policies pertaining to IDPs and monitor the general context through regular field access to identify issues affecting IDPs which relate to ICLA/HLP themes.ย
- Conduct and/or assist in conducting needs assessments for the selected target groups; including focus group discussions; questionnaires; surveys; and stakeholder interviews.
- Establish excellent relations with beneficiaries, including understanding the needs of beneficiaries through regular visits and frequent contact.
- Document findings of ICLA (HLP) needs assessments; including preparation of reports and other relevant documents.
- Regularly meet with other relevant actors and stakeholders and coordinate work, including attending meetings in the field.
- Identify awareness-raising and outreach opportunities for ICLA/HLP work.
- Identify training needs for beneficiaries and stakeholders and, as relevant, prepare and conduct trainings.
- Assist in conducting research as required.
- Assist in strategic review; monitoring and evaluation activities and identification of other relevant ICLA activities.
- Contribute to the development of NRCโs Country strategy, action plan and activities plan and priorities in the ICLA sector.ย
- Perform other relevant tasks as assigned by the ICLA Project Line Manager and the Project Team Leader.
- Undertake regular field visits (as and when security allows) to conduct and lead ICLA activities, including visits to IDP relocation sites, host communities, local authorities, partners and government officials to identify needs and provide support through legal assistance, capacity building, and advocacy.
- Carry out and support mapping(s) of service providers, including preparation and update of mapping periodically, in the area of responsibilityย
- Prepare documents containing legal and related information for target communities.
- Adapt and/or design Information, Education, Communication (IEC) materials related to legal identity, HLP, and other ICLA thematic areas.ย
- Provide legal assistance, inclusive of information and counseling on legal identity and HLP through mobile legal clinics, to ICLA beneficiaries
- Supervise mobile legal clinics, and produce related data collection, reports and analysis.
- Undertake development and implementation of NRCโs case management systems and database(s) of cases
- Has oversight responsibility in ensuring smooth project cycle from implementation, project monitoring, verification of completion, and evaluation.
- Possess an advanced understanding of the situation including legal situations (according to national and international laws and principles) for refugees, returnees, and Internally Displaced Persons (IDPs) in Mozambique
- Apply participatory and inclusive processes in project implementation and in promoting local capacities to help them wherever possible.
- Act as a focal person for needs assessment and beneficiary selection.
