Project Background

The Climate Smart Agriculture and Sustainable Value Chains in Senegal (SN10) Project aims to enhance climate resilience, food security, and green employment for rural populations in the Senegal River Valley. It does so by promoting climate-smart agriculture (CSA), increasing access to agricultural and financial services, and supporting the creation and growth of green enterprisesโ€”particularly those led by youth and women.

The evaluation will consider the projectโ€™s relevance in the context of Senegalโ€™s national priorities for agricultural transformation, inclusive rural development, and climate adaptation, as reflected in frameworks such as Senegalโ€™s national development policy document, โ€œSenegal 2050โ€ , the National Agricultural Investment Plan, and the National Climate Change Adaptation Plan. It will also consider GGGIโ€™s Global Strategy 2030 (or the new strategy depending on the date the evaluation starts), as well as the development cooperation priorities of MAFRA and KOICA in food security, livelihoods, and digital innovation in agriculture.

Objectives of the Assignment

To achieve the project objectives, GGGI is looking for an Individual Consultant to deliver the end-of-project evaluation of the project \"Climate Smart Agriculture and Sustainable Value Chains in Senegal\" (hereinafter the Project).

The purpose of this evaluation is to generate learning and support decision-making on the effectiveness and coherence of the SN10 Projectโ€™s design and delivery mechanisms, with attention to GGGIโ€™s broader goals on climate resilience, green employment, and inclusive development. The evaluation has three main objectives:

Assess the coherence of the projectโ€™s design and results framework, focusing on how clearly the causal pathways and underlying assumptions between activities, outputs, and outcomes were articulated and understood. The evaluation should also examine whether the framework provided a sound basis for measuring progress toward key intended outcomes, including resilience, financial access, and green jobs. Evaluate the effectiveness and coordination of the consortium delivery model, focusing on the roles and contributions of implementing partners, internal coordination structures, and adaptive management practices, especially in light of staff turnover and evolving delivery challenges. Assess the efficiency and clarity of reporting and communication protocols among consortium partners, with particular attention to how these mechanisms supported donor accountability and responsiveness in a complex, politically sensitive environment with multiple funding streams and stakeholders. The evaluation should examine how internal reporting was structured, what types of information and updates were shared, and how effectively these processes facilitated coordination and accountability.

The evaluation will examine intended results and explore, where relevant, any unintended outcomes that may emerge. While not a primary focus of the evaluation, such outcomes will be documented if they arise during data collection, with particular attention to gender equality and social inclusion (GESI). The evaluation will also consider whether the interventionโ€™s design and delivery were gender-responsive, and whether any differential outcomesโ€”positive or negativeโ€”were experienced by women, youth, or marginalized groups.

Deliverables and Payment Schedule

The expected deliveries from the Individual Consultant and the associated payment schedule are summarized in the table below. All deliverables must be in English, in accordance with GGGIโ€™s formatting requirements, and submitted in electronic formats along with background documents and interview notes. Should any deliverables be produced in French to facilitate stakeholder engagement in Senegal, the Consultant is responsible for ensuring that the final version is submitted in English. French-language versions may be shared for validation purposes, but do not replace the requirement for English deliverables.

Expertise Required

The consultant must have multidisciplinary skills to conduct a high-quality assessment focused on learning.

Masterโ€™s degree with relevant experience in conducting similar evaluations or advisory services for bilateral and multilateral development partners, including in the areas of climate-smart agriculture, rural development, and/or green employment in West Africa. The Consultant should also have a well-established approach to quality assurance throughout the evaluation process and quality control of deliverables. Evaluation expertise: Demonstrated experience conducting end-of-project or formative evaluations for international organizations operating in developing and emerging economies. Gender equality and social inclusion (GESI): he must have at minimum, awareness-level knowledge of gender equality and social inclusion, with the ability to apply GESI considerations throughout the evaluation process. Country knowledge: Familiarity with Senegalโ€™s economic, social, and political context, particularly related to agriculture, rural development, and donor coordination. Stakeholder consultation: Proven competence in engaging with a wide range of stakeholders, ensuring inclusivity, cultural sensitivity, and respect for diverse perspectives. Communication skills: Ability to communicate effectively, both verbally and in writing, to senior audiences. This includes the capacity to present technical content in a clear and accessible manner for non-experts. Language skills: Fluency in English is required for report writing, and high-working proficiency in French to facilitate stakeholder engagement and data collection in Senegal.

In estimating the maximum value of this contract, GGGI has assumed that the evaluation will be conducted by a single Consultant with the relevant technical expertise to lead all aspects of the assignment.

The estimated level of effort is up to 30 working days over the course of the assignment.

While GGGI expects the evaluation to be delivered by one consultant, applicants may propose alternate approaches to organizing their time, provided the total input does not exceed 25 working days and the overall contract value remains within the established budget ceiling.
