PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Womenโs Hospital, we support a wide range of programs in dozens of other countries around the world.
Our Work In Sierra Leone:
Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health center and to referral hospitals.
Position Overview
The Human Resources Specialist plays a vital role in supporting the overall HR function by executing HR-related duties across various functional areas including recruitment, onboarding, employee relations, benefits administration, compliance, performance management, training, and HRIS management. This role ensures HR policies and practices are implemented effectively and align with the organization's goals and legal standards.
Essential Duties and Responsibilities:
1. Recruitment, Onboarding & Offboarding
- Support end-to-end recruitment activities, including drafting and publishing job advertisements, screening applications, conducting initial interviews, and coordinating interview schedules with the hiring managers.
- Facilitate the onboarding process by preparing offer letters, verifying employment eligibility documentation, arranging orientation sessions, and coordinating access to IT systems and office facilities.
- Conduct background checks, Misconduct Disclosure Scheme verifications, and reference checks as required.
- Ensure a smooth offboarding process by conducting exit interviews and managing final paperwork.
2. Employee Relations & Support
- Act as a first point of contact for employee questions related to HR policies, procedures, and benefits, in coordination with the HR Director.
- Assist in addressing and resolving employee concerns, conflicts, and grievances, promoting equity and inclusion across the organization.
- Provide guidance on performance management, career development, and other HR-related matters.
- Contribute to initiatives that promote a positive, supportive, and engaging workplace culture.
3. HR Administration & Recordkeeping
- Maintain accurate and up-to-date employee records; both digital and physical; in accordance with PIH-SL policies and legal requirements.
- Manage employee lifecycle processes including changes in employment status, pay adjustments, promotions, and terminations.
- Prepare data for monthly payroll processing, ensuring accuracy in salary calculations, overtime payments, loans, and salary advances in line with PIH policy.
- Ensure timely submission and regularization of NASSIT contributions and proper documentation for all employees.
- Generate HR reports for internal audits, compliance assessments, and management review as needed.
- Ensure that payroll adjustments are completed on or before the 15th of every month.
4. Compliance & Policy Implementation
- Stay informed on relevant Sierra Leonean labor laws, including provisions related to working hours, overtime, NASSIT, and employment termination.
- Support the development, implementation, and enforcement of HR policies and procedures, ensuring alignment with legal requirements and organizational standards.
- Assist in investigations related to policy violations, employee complaints, or disciplinary actions.
- Contribute to the creation and revision of employee handbooks and HR operational guidelines.
5. Termination & Severance
- Administer employee exit processes in compliance with local laws and internal HR policies, ensuring proper notice and severance procedures are followed.
- Prepare all required termination documentation, including final settlements and exit checklists.
6. Training & Development
- In collaboration with the HR Director, coordinate and facilitate employee training sessions, capacity-building workshops, and engagement activities.
- Assist in identifying training needs and contribute to the design and implementation of appropriate learning programs.
7. Performance Management
- Manage performance management cycles, including goal setting, regular reviews, and feedback sessions.
- Advise managers and staff on performance improvement strategies and formal improvement plans when necessary.
- Track key performance metrics and compile reports for HR and senior management.
- Support the administration of employee recognition and reward programs tied to performance outcomes.
8. Additional Responsibilities
- Participate in cross-functional HR initiatives and special projects as directed by the HR Director.
- Collaborate with other departments to ensure HR strategies are aligned with organizational goals.
- Maintain strict confidentiality of all employee and HR-related information.
- Perform any other HR duties as assigned by the HR Director.

Education and Work Experience Requirements
- Required Skills and Qualifications
- Education: Bachelor's degree in Human Resources, Business Administration, or a related field.
- Experience: 4-5 years of proven experience in an HR role, preferably with a focus on a specific HR function (e.g., recruitment, employee relations, benefits administration) or as an HR Practitioner
- Experience working in Sierra Leone is highly desirable.
- Technical Skills:
- Proficiency in Human Resources Information Systems (HRIS) and Applicant Tracking Systems (ATS).
- Strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Familiarity with payroll processes and benefits administration, specifically as it relates to the Sierra Leonean context.
- Knowledge:
- Solid understanding of Sierra Leonean labour legislation and employment laws, including those related to NASSIT, overtime, and severance pay.
