Org. Setting and ReportingThe position is located in the Staffing Diversity and Outreach Section, Strategic Talent Management Service, Global Strategy and Policy Division, Office of Human Resources, Department of Management, Strategy, Policy and Compliance in New York. The incumbent will be responsible for supporting a variety of human resources initiatives, including developing talent acquisition sourcing strategies towards building talent pipelines for nationals from un- and underrepresented Member States; conducting labour market research/analysis; conducting strategic communication campaigns for talent attraction; identifying and building talent sourcing capabilities and enabling sourcing tools to attract qualified candidates; building partnerships with the government, universities and professional associations institutions to support the implementation of strategies on equitable geographical distribution, gender parity, disability inclusion and rejuvenation. ResponsibilitiesUnder the general supervision of the Chief of the Staffing Diversity and Outreach Section (SDOS) and the designated Human Resources Officer and Team Lead, the incumbent will be responsible for following duties: Talent sourcing โ€ข Conducts research and develops talent acquisition sourcing strategies, leveraging new technologies, media channels, software and networks, in support of UN strategic goals. โ€ข Initiates and coordinates effective working relationships with national partners to facilitate implementation of project activities, as well as monitoring and evaluation. โ€ข Supports the implementation of the UN Secretariat's strategies on equitable geographical distribution, gender parity, disability inclusion, rejuvenation and other initiatives. โ€ข Conducts job specific outreach to attract qualified candidates from un- and underrepresented Member States. โ€ข Establish focal points from the government to work in close partnership with the UN Secretariat on talent outreach and talent sourcing. โ€ข Conducts research on the labour market to understand the talent supply and its alignment with current and future key work capability demand. โ€ข Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. โ€ข Conduct focus groups and interviews with UN employees and other stakeholders to complement the quantitative analysis and enhance the insights. โ€ข Research on effective job portals, communication channels, news and media outlets and appropriate tools to reach the right talent. โ€ข Identify and partner with a local or a regional marketing agency for enhanced employer branding. Talent outreach support โ€ข Develop training programmes for applicants on writing and interview skills to help nationals be more competitive in the selection process. โ€ข Identify and partner with the government, universities and professional associations on developing skills aligned with the work capabilities and prepare candidates for the Young Professional Programme (YPP) exam. โ€ข Develop a project plan for positioning the 'UN Model' and career workshops in primary and secondary schools to inspire young students for a career. โ€ข Organize and conduct talent outreach events targeting university students Other duties โ€ข Provide regular updates on the progress of work under talent sourcing and talent outreach support activities. โ€ข Perform other relevant duties as assigned. Work ExperienceA minimum of seven (7) years of progressively responsible experience in human resources management, administration or related area is required. A minimum of two years of experience in developing partnerships and collaborating with a diverse range of stakeholders, including a national government(s), is required. Experience with the United Nations System or similar international Organizations is desirable. Experience in recruitment/talent acquisition is desirable. Two years or more of experience in data analytics or related area is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Fluency in an official language of an unrepresented/underrepresented country is desirable. Knowledge of another official United Nations language is an advantage.
